Summary

As the Senior Advisor to the Senior Deputy Comptroller (SDC) for Management, you will serve as a key advisor to the SDC and provide leadership in the formulation and implementation of various policies affecting the Office of Management (OM)/Front Office. In addition, you will represent the views of the SDC for Management in communications with program officials.

Duties

As a Senior Advisor to the Senior Deputy Comptroller for Management, you will:
  • Manage information of a broad range of processes relevant to the efficient operations of OM. Execute research, direct technical teams, and make recommendations on tactical, operation, and strategic initiatives.
  • Consult the SDC in planning, organizing, and implementing OM priorities and strategies by analyzing and preparing solutions and carrying out the objectives and goals of the organization.
  • Recommend program and policy changes to strengthen OM's overall responsiveness. Develop the key foundational elements for the OM policies and appropriate oversight. Develop OM program measurements including evaluation of program effectiveness.
  • Advise the SDC on established objectives and goals in support of OM Strategic Plan. Provide direction and guidance to improve OM-wide services, practices, processes, policies, and communication. Advise the SDC and business units' managers to measure, analyze, and report on the performance of various programs, customer expectations, and performance benchmarks.
  • Represent the SDC on various OCC committees, working group and interagency groups to ensure OCC and OM philosophies are effectively communicated.
  • Review budget, staffing, policy documents, correspondence, special reports, and other materials directed by the SDC; formulate correspondence of a technical nature, review materials to be signed by SDC, and recommend changes to the originating office as needed.
  • Undertake special projects at the request of the SDC, including managing cross-functional teams. Participate in policy development, strategic planning, risk management and compliance, building broad consensus across OM and successfully representing these policies and plans.
  • Supervise the OM Front Office Team responsible for administrative tasks, the monitoring of the key OM projects and initiatives, and the OM communication, customer relations, and process improvement efforts.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Complete a one-year probationary period (unless already completed).
  • Complete a one-year supervisory or managerial probationary period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel occasionally to attend conferences and/or training.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level or GS-14 grade level in the Federal service. Examples of specialized experience for this position include:
  • Performing independent assessments and providing policy recommendations to senior leadership on operational strategies in at least two of the following areas: administrative operations, financial management, human capital, and information technology;
  • Collaborating with different teams across an organization to undertake and execute special projects;
  • Identifying ways to use information technology to improve work processes and products; and
  • Supervising and evaluating work of a subordinate staff.


The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • This position is excluded from the bargaining unit.
  • Salary range includes 25.04%geographical pay.
  • Total pay cannot exceed applicable pay cap, which is $302,200 for 2024.
