Structural Engineer

BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is currently looking for a Structural Engineer to provide Structural Engineering design support services to support Design-Bid-Build and Design-Build projects and associated efforts undertaken by NAVFAC Pacific, Planning Design and Construction Directorate, Design Division (PDC4) at NAVFAC Joint Base Pearl Harbor-Hickam, HI.

Job Duties & Responsibilities
  • Performs structural analysis and design of building vertical and lateral force resisting systems, retaining structures, utility structures, or waterfront structures (piers, wharves, etc.) using DoD UFC or industry codes and standards including the International Building Code (IBC) and ASCE 7 Minimum Design Loads for Buildings and Other Structures; and design of structural elements using common building materials (concrete, steel, and masonry)
  • Coordinates with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements
  • Facilitates the minimization of project delays by providing technical reviews and recommendations when requested within predetermined timeframes
  • Researches codes, guidance, policies, procedures, processes, criteria and Federal laws and regulations and provides sound technical recommendations both verbally and in writing
  • Applies innovative technical principles, practices and theories to the resolution of technical issues
  • Coordinates with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies
  • Coordinates and facilitates meetings, makes recommendations based on project requirements, coordinates workflow processes, schedules/coordinates plans of actions and milestones (POAMs) and effectively communicates findings to project personnel; provides written minutes for all meetings
  • Reviews technical reports, RFIs, designs, design changes for both design-build and design bid build projects, project deliverables, submittals, cost proposals from contractors, etc. to ensure compliance with customer and RFP requirements
  • Provides technical support for the review of the commissioning plan, design and construction submittals, and field inspections
  • Provides technical support for the construction field activities
  • Provides summary of accomplishments during weekly meetings and in a prepared monthly status report
  • Field investigations are excluded; no travel required
Key Qualifications
  • US Citizen
  • Security Clearance: Secret (Tier 3 preferred) or ability to obtain
  • Demonstrated experience performing structural analysis and design of building vertical and lateral force resisting systems, retaining structures, utility structures, or waterfront structures (piers, wharves, etc.) using DoD UFC or industry codes and standards including the International Building Code (IBC) and ASCE 7 Minimum Design Loads for Buildings and Other Structures; and design of structural elements using common building materials (concrete, steel, and masonry)
  • Demonstrated knowledge of broad-based Engineering principles and versed in the discipline being hired
  • Sound understanding of technical concepts, principles and practices applicable to multi-disciplined engineering project design
  • Demonstrated experience in preparing correspondence, written reports, and in briefing management personnel
  • Demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), AutoCAD and/or Revit, etc.
  • The ability to adapt to new software such as eCMS, MS Teams and Zoom may also be necessary
  • P.E. desired, but not required
Experience & Education
  • Minimum of 6 years of Design Management and/or Design experience
  • Degree in Civil Engineering with a structural focus from an accredited Engineering college (4-year degree)
Physical Requirements
  • Must be able to remain in a stationary position at least 60% of the time
  • Able to operate office equipment, including computer, copy machine, phone, etc.
  • Capable of light lifting, under 10 lbs.
