Remote/Local GIS PM/Scrum Master (CSM must) with Scrum, Kanban, TX Project Delivery Framework/CPA, Jira, Confluence, MS Project and Grants management experience

Location: Austin, TX (CPA)

The Candidate will be working remotely but will be require onsite as needed by the Direct Supervisor

Skills:
10 Required Extensive knowledge of the Agile Development Methodology with knowledge and experience applying Agile practices and principles including Scrum and/or Kanban including demonstrated ability to inspect and adapt Agile practices to various situations.
10 Required Experience developing functional specifications and documenting functional designs for large projects.
10 Required Experience in project management including Agile and other SDLC methodologies plus knowledge of software development methodologies, testing, design, and implementations
8 Required Experience as a Scrum Master on large projects including: Experience performing Scrum Ceremonies (Planning, Standups, Reviews, Retrospectives) Experience with backlog refinement Experience creating burndown charts and reporting to management
8 Required Experience with highly complex application security requirements
5 Required Working knowledge and detailed understanding of Geographic Information System (GIS)
3 Required Agile Scrum Master Certification
5 Preferred Experience with Texas procurement and contract guidelines (Texas Project Delivery Framework)
5 Preferred Proficient with Jira and Confluence
5 Preferred Experience Texas CPA Systems
3 Preferred Proficient with the Microsoft Office products, including TEAMs, Microsoft Project, Word, Visio, Excel, and PowerPoint

Job Description
The Candidate will lead and perform highly advanced analytical and coordination work in an agile environment relating to the. implementation of new CPA solutions, including but not limited to GIS and Grants Management solutions.
The Candidate will perform these tasks:
Participate and/or lead in project management, coordination, planning, and scheduling with CPA and Vendor staff in an Agile environment
Facilitate daily scrum, sprint planning, sprint demo and retrospective meetings.
Work with product owners, and internal customers, to maintain requirements backlog and conduct requirements elaborations
Mentor product owners, internal customers, project managers, developers and others in agile principles and leading industry practices.

Contribute to development and sharing of agile standard methodologies
Assist in the evaluation of technical solutions and make recommendations based on sound reasoning.
Prepare charts, diagrams, and tables that depict the present and proposed systems
