Job Description
Business Technology Integrators (BTI) in Upper Marlboro, MD is seeking an experienced Subject Matter Expert (SME) in IT Portfolio Management to lead and provide expert guidance in the management, governance, and strategic oversight of IT investments for federal agencies. The ideal candidate will have deep expertise in federal IT portfolio management, with specific knowledge of Capitol Planning and Investment Control (CPIC), Technology Business Management (TBM), and Enterprise Performance Life Cycle (EPLC) requirements. This role will involve ensuring compliance with policies from the Government Accountability Office (GAO), the Office of Management and Budget (OMB), and the Department of Health and Human Services (HHS).
Key Responsibilities:
IT Portfolio Management:
- Lead IT portfolio management efforts, ensuring strategic alignment with organizational goals and federal mandates.
- Provide expert-level knowledge of Capitol Planning and Investment Control (CPIC) processes to support NIH's IT investment portfolio.
- Ensure ongoing compliance with federal IT governance policies, including those set by GAO, OMB, and HHS, as well as adherence to Technology Business Management (TBM) and EPLC guidelines.
Governance and Compliance:
- Oversee the development and maintenance of IT governance frameworks to ensure compliance with federal policies.
- Guide the integration of IT governance with mission-driven objectives to optimize resource allocation and investment strategies.
- Provide analysis, documentation, and reporting on federal compliance matters for IT investments and projects.
Technical Expertise and Problem-Solving:
- Deliver high-level functional systems analysis, design, and integration for IT portfolio management tools and processes.
- Address exceptionally complex issues that require in-depth knowledge of specialized IT applications and environments.
- Provide technical recommendations for the implementation of IT solutions that improve the performance and efficiency of IT portfolios.
Strategic IT Leadership:
- Serve as the subject matter expert for stakeholders, advising on best practices for IT portfolio management, strategic planning, and investment control.
- Collaborate with senior leadership and stakeholders to develop IT strategies that drive innovation and efficiency.
- Lead the development and delivery of portfolio management training and advisory services.
Required Qualifications:
- Experience: Minimum of 8+ years of experience in technology strategy and IT portfolio management, with a strong understanding of federal IT governance policies and frameworks.
- Expert Knowledge:
- In-depth knowledge of CPIC, TBM, and EPLC requirements.
- Familiarity with federal IT governance, including compliance with GAO, OMB, and HHS mandates.
- Communication Skills: Excellent verbal and written communication skills, with the ability to present complex technical concepts to both technical and non-technical audiences.
- Problem-Solving: Proven ability to analyze and resolve complex IT management issues, providing actionable insights for stakeholders.
Preferred Qualifications:
- Experience with NIH or other federal health agencies.
- Project Management Professional (PMP) certification or other relevant certifications.
- Strong leadership and consultative skills, with the ability to lead cross-functional teams and drive IT governance initiatives.
