Senior Infrastructure Manager
Piedmont Virginia Community College (PVCC) is a nonresidential two-year institution of higher education that serves Central Virginia - principally residents of the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa and Nelson. Position Title: Senior Infrastructure Manager

Position Purpose: As the manager of the Infrastructure and Enterprise Support team, this role manages the complete network, server, telecommunications infrastructure, and use of Enterprise applications at the college to support the college faculty, staff, and students. This includes designing, implementing, managing, securing, and supporting all aspects of the college's infrastructure systems to ensure functionality, upgrades, and a consistent and reliable internet service at all college locations. The role coordinates with the VCCS to ensure continuity of service, designs networking solutions for new locations, and recommends upgrades to existing networking and security infrastructure. Additionally, the role maintains the college server infrastructure, including hardware and software for both on-premises and hosted solutions. The Senior Infrastructure Manager is the primary point of contact for telecommunications needs and vendor interactions regarding infrastructure services, including managing services through the VCCS, VITA, and ISPs. The role also acts as a project manager for various VCCS-level and college-level technology projects, ensuring outcomes are met within scope and defined deadlines. As part of the Technology Services division, this role is responsible for maintaining the college's technology, computers, and associated peripheral equipment, including preventive maintenance and repairs. The Senior Infrastructure Manager also serves as the college-level Information Security Officer in a backup capacity to the Primary ISO assigned through the VCCS, Virtual ISOaaS program. This position supervises 4 direct reports: two Infrastructure Engineers for network and server operations, and two Systems Analysts for enterprise applications. As a member of the Technology Services leadership team, this position may also provide backup support to AVP-CIO, and IT Operations Manager responsibilities.
The Senior Infrastructure Manager reports to the Associate Vice President for Technology Services & Chief Information Officer.
Duties and Responsibilities:
- Provide technical and professional mentorship to the Technology Services team.
- Provide daily in-person oversight and leadership to the Infrastructure and Enterprise Support team.
- Provide technical leadership and training to less experienced staff.
- Identify current and future needs, focusing on aligning/scheduling labor and equipment resources to meet college needs during all operational hours.
- Work with the CIO to define and ensure IT Service Level Agreements are met by the Infrastructure and Enterprise Support team, investigating incidents where SLAs were not met to identify cause and resolution.
- Identify and report to departmental leadership potential college/systemwide issues that may impact the quality of services with a goal of timely investigation and resolution.
- Oversee annual network penetration testing, including responding to gap analysis with remediation plans.
- Ensure the successful integration of systems, platforms, and architectures.
- Successfully deliver system services and improvements to customers.
- Ensure compliance with all necessary rules, regulations, standards, and laws, including but not limited to ARMICS, PCI, GLBA, and Cyber-Security insurance requirements.
- Support all aspects of designing, implementing, and updating PVCC's Disaster/Data recovery & Incident response planning.
- Perform installations, configuration, and maintenance of components of network systems, including routers, switches, firewalls, UPS devices, wireless access points, and IP phone systems.
- Manage all vendor interactions regarding telecommunication services, including ISPs, analog services, VITA, and the VCCS.
- Receive and provide appropriate assistance for support requests via phone, email, ticketing system, and in-person assistance.
- Plan and implement according to VCCS guidelines: Network Security and Analysis, including Server patch management and virus protection updates.
- Support maintenance of security tools such as Avanan, Carbon Black, dmarcian, Steel Cloud, MS Defender, etc.
- Direct support maintenance of PVCC s VMWare Environment & Netapp storage.
- Provide security & account management support as needed to help ensure appropriate access management & controls remain in place.
- Perform installations/configuration/maintenance of server components, including hardware/peripherals/network operating system & associated components (VPN/DNS/DHCP/Active Directory/Global Catalog).
- Manage/support Microsoft platforms/solutions such as Active Directory/Azure/WSO365.
- Plan/implement according to VCCS guidelines: Network Security/Analysis, including Intrusion Detection/packet filtering via LAN firewall/TCP-IP connectivity issues such as bandwidth shaping.
- Oversee/participate in annual server penetration testing, including responding to gap analysis with remediation plans.
- Implement/manage/support all emergency notification systems, including Omnilert/Informacast/Alertus.
- Direct support/administration of access/security systems leveraged by Public Safety, such as ID Card system/Electronic Key system/Security Camera system.
- Direct support/administration of systems leveraged by Facilities, such as Building automation/Siemens/environmental controls, etc.
- Ensure successful integration of systems/platforms/architectures.
- Successfully deliver system services/improvements to customers.
- Ensure compliance with all necessary rules/regulations/standards/laws, including ARMICS/PCI/GLBA/Cyber-Security insurance requirements.
- Ensure data backup standards/disaster recovery plan are implemented/well documented/remain consistently retrievable.
- Receive/provide appropriate assistance for support requests via phone/email/ticketing system/in-person assistance.
- Function as a point of contact for providing Tech Services support to college stakeholders.
KSA's/Required Qualifications
- Advanced networking knowledge including LAN, WAN, and wireless configuration.
- Advanced knowledge in the installation and maintenance of server systems.
- Advanced knowledge of Microsoft platforms and solutions such as Active Directory, Azure, and O365.
- Advanced knowledge of information security roles, internet security protocols, and related methodology.
- Strong analytical, planning, and organizational skills including:
- Experience managing and allocating resources.
- Demonstrated experience utilizing IT ticketing and Service Request systems.
- Ability to evaluate the effectiveness of services and recommend changes in procedures to meet user needs.
- Ability to review and analyze data to predict future needs and recommend both technological and service enhancements.
- Experience managing multiple projects with competing deadlines
- Ability to install and terminate UTP cables including CAT5e and CAT 6.
- Ability to perform tasks including a significant level of technical variation and difficulty, performed with deadlines and heavy workloads.
- Ability to work independently and refer only the most complex issues to higher levels.
- Ability to make decisions with sound judgment, based on expertise and experience.
- Ability to ensure compliance with all necessary rules, regulations, standards, and laws.

- Ability to immediately address urgent needs at alternate locations, without delay.
- Demonstrated experience installing, configuring, maintaining, and troubleshooting various enterprise level networking equipment including switches, routers, edge equipment, firewalls, access points, bridges, etc.
- Demonstrated experience implementing and configuring various network configurations/solutions such as VLANs, VPNs, TCP/IP, QoS, and DNS.
- Demonstrated experience providing high quality customer service.
- Demonstrated experience providing direct customer service required.
- Advanced knowledge of various OS's including Windows 10, MacOS, and iOS required.
- Associate degree in Business, Computer Science, Information Technology, or closely related field or equivalent combination of relevant education, training and experience.
- Valid Motor vehicle operator's license required.
- Ability to lift 50 lbs.
- Ability to scale ladders.
