Work Hours: 9:00 a.m. to 6:00 p.m. EST, Monday to Friday, excluding Federal holidays.


Position Overview

BizFirst is supporting our client in search of a full-time permanent Acquisition Specialist I / Systems Accountant, Level III. This position will provide essential support for contract closeout services aligned with the Performance Work Statement (PWS) requirements for the National Geospatial-Intelligence Agency (NGA). The Acquisition Specialist will ensure compliance with Federal Acquisition Regulations (FAR), Department of Defense (DOD) FAR Supplement (DFARS), and NGA regulations while handling various contract types such as Cost-Reimbursable, Time-and-Materials, Firm Fixed Price, and Labor Hour agreements.


Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.


Key Responsibilities

  • Execute all aspects of contract closeout actions, ensuring accurate data entry and documentation within PRISM (or the current Contract Writing System).
  • Coordinate with vendor program offices, Contracting Officer s Representatives (COR), NGA/OCS personnel, Defense Financial & Accounting Service (DFAS), Defense Contract Audit Agency (DCAA), and Defense Contract Management Agency (DCMA) to facilitate contract closeout processes.
  • Support the reconciliation of contract financial data, including the verification of final payment status, unliquidated obligations, and invoice payments, ensuring compliance with FAR and DFARS regulations.
  • Develop and maintain records of contract closeout actions, ensuring timely archiving and proper handling of physical and electronic contract files.
  • Assist with internal and external audits and provide input for reports, briefings, and spreadsheets detailing contract closeout progress.
  • Prioritize contract closeouts with unliquidated obligations (ULO s) to recover usable funds.
  • Support preparation and processing of contract modifications, payments, vouchers, and invoices for final closeout signatures by a Government Contracting Officer.
  • Perform quality assurance by developing and maintaining quality control plans in accordance with PWS requirements.
  • Support such issues as audits, novations, terminations, property disposition, and complex rate issues on cost contracts where the period of performance had ended


Required Qualifications

  • Experience: A minimum of 6 years of experience in contract management, acquisition, or a related field (or 8 years without a degree), with demonstrated experience in contract closeout processes, federal acquisition regulations, and financial reconciliation.
  • Education: Bachelor s degree in business administration, Accounting, Management, Finance, Marketing, or a related field (or equivalent experience).
  • Skills: Strong understanding of federal acquisition processes and regulations, along with experience using contract writing systems such as PRISM or similar tools.


Desired Skills

  • Highly desired: FAC-C or DAWIA Contracting Professional certification (Level III or higher).
  • Demonstrated ability to handle complex financial reconciliations, audits, and contract modifications.
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and other relevant contract management tools.
  • Strong communication skills with the ability to prepare and present reports and documentation for contract closeout activities.
  • Effective problem-solving skills and ability to work collaboratively with government personnel and vendors.
