We now have an opening for a Technical/Operational Readiness Assessment Consultant to support a government client in evaluating the readiness of its Claimant Management System (CMS) for full-scale production and real-time use. Under the direct supervision of the client's Contract Manager or Project Manager, the Consultant will be responsible for conducting a thorough readiness assessment and delivering actionable insights to guide a successful system transition.

Job Description:
We are hiring an experienced Technical/Operational Readiness Assessment Consultant to work for us as our direct, W2 salaried or hourly employee to join our team. You will:
- Provide a detailed assessment of the CMS application.
- Perform and complete following tasks to ensure that this assessment is appropriately documented and executed:
- Review and provide feedback of client's Cutover Plan that lists tasks which outlines how to transition from an old system to a new one. The Cutover Plan includes the order of tasks, who is responsible for them, and how to verify they've been completed.
- A Rollback Plan includes detailed descriptions of changes being made, current system configurations, step-by-step rollback procedures, assigned roles and responsibilities for execution, a test schedule, emergency contact information, version control, database back-ups, and a plan to monitor the rollback process to ensure successful reversion to the previous state.
- Develop and execute a Technical Readiness Assessment
- Develop and execute an Operational Readiness Assessment over the CMS
- Develop and submit for client's review and acceptance the Final Report, which includes (but is not limited to) the following details:
Required Skills and Experience:
- Technology Readiness Levels (TRL): Understanding the TRL scale, its definitions, and how to apply it to various technologies is crucial.
- Technical Concepts: A solid understanding of the technologies being assessed, including their principles, limitations, and potential applications.
- Assessment Methodologies: Familiarity with different TRA methodologies and frameworks, including their strengths and weaknesses.
- Data Analysis Techniques: Knowledge of statistical analysis, data visualization, and other methods for interpreting data and drawing conclusions.
- Reporting and Documentation: Ability to structure and present findings in a clear and concise manner, including the ability to create reports and presentations.
- Data Analysis and Interpretation: The ability to collect, analyze, and interpret data related to technology maturity and readiness.
- Critical Thinking: Ability to identify key issues, assess risks, and make informed recommendations.
- Communication: Strong written and verbal communication skills to effectively convey findings and recommendations to stakeholders.
- Problem-Solving: Ability to identify and address technical challenges and develop solutions.
- Technical Proficiency: Proficiency in relevant technical tools and software (e.g., Azure DevOps [ADO], Reconnect System, SharePoint).
- Adaptability: Ability to adapt to different technologies and assessment contexts.
- Objectivity: Ability to conduct assessments objectively and without bias.
- Collaboration: Ability to work effectively with diverse teams and stakeholders.
- Decision-Making: Ability to make sound decisions based on data and analysis.
- Problem-Solving: Ability to identify and address technical challenges and develop solutions.
