General Atomics Electromagnetic Systems (GA-EMS) designs and manufactures first-of-a-kind power generation systems. GA-EMS' expanding portfolio of specialized products and integrated system solutions support critical fleet and space systems and satellites, missile defense, and nuclear energy for defense, industrial, and commercial customers worldwide.

The Nuclear Technologies and Materials (NTM) Division is looking for a hard-charging experienced individual who can lead and manage Firm-Fixed-Price contracts for a program in nuclear systems. The selected person will work with NTM and other GA-EMS organizations to lead and staff the program, secure equipment and facilities, prepare work plans, assign budgets and monitor technical, financial and schedule progress. The selected individual will represent GA-EMS to the customer and will work with GA staff to develop the program scope of work. The individual will be responsible for fulfilling the contract commitments and help to resolve contract issues that arise during the course of the program. This individual will work closely with senior management to continue to expand nuclear systems for national security and commercial applications.

DUTIES AND RESPONSIBILITIES:
  • Lead a program to ensure technical, financial, and schedule requirements are met.
  • Monitor program financials and ensure cost control.
  • Interact with the customer to understand and meet program goals.
  • Coordinate with GA staff to develop contract scope of work, budget and schedule
  • Work with GA-EMS resource managers and HR to secure necessary staffing for program.
  • Coordinate with GA Procurement to prepare procurement documents and secure subcontracts and purchase orders.
  • Coordinate with Security and Quality Assurance as needed to meet program and customer requirements.
  • Coordinate with other GA-EMS groups such as Manufacturing, Testing, Nuclear Materials and Fuels for necessary program support.
  • Conduct regular progress and review meetings with management, staff, customers and subcontractors.
  • Ensure preparation and timely submittal of contract deliverables.
  • Assume primary responsibility for program issues that are elevated to the customer and/or senior GA-EMS management.
  • Oversee preparation of proposal(s) for program opportunities.
  • Enforce procedures to ensure a safe working environment.
We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply.

Job Qualifications:
  • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience with at least five of those years managing programs. May substitute equivalent experience in lieu of education.
  • At least four years of experience in project engineering and/or management including taking projects from R&D to design to hardware delivery.
  • Working knowledge of nuclear reactor principles and processes.
  • Effective communication, documentation, presentation, and interpersonal skills, and ability to direct a project team.
  • Able to work extended hours as required.
  • Citizen of the United States.
  • Ability to obtain and maintain a DOE or DoD Security Clearance.

DESIRED QUALIFICATIONS
  • Certified Project Management Professional.
  • Knowledge of DOE and NRC regulations and project approval processes.
  • Knowledge of nuclear design, reactor physics, reactor operation, and/or reactor construction.
  • Familiarity with test and research reactor design, development, and/or operations.
  • Familiarity/working relationships with national laboratories (especially Sandia National Laboratories, Oak Ridge National Laboratory, and Idaho National Laboratory)
  • Familiarity with earned value principles.
