Position Title: Task Order 049 Business Analyst - Senior
Location: 14501 Sweitzer Lane, Laurel, MD 20707
Work Schedule: Hybrid Work Schedule: Telework Monday and Friday; In Office: Tuesday, Wednesday, and Thursday
Period of Performance: One year, with the potential for extensions.

The Senior Business Analyst will provide consulting services in requirements development, business process modeling, prototyping, and use case analysis to support the successful implementation of business initiatives.
Leads business process analysis, use case analysis, and definition of business/functional requirements. Performs requirements management duties, including requirements categorization and traceability. Model business processes' current state (As-Is) and future state (To-Be). Supports business process improvement and reengineering efforts. Creates business analysis documentation, including use cases, usage scenarios, data dictionaries, and requirements traceability matrices. Facilitates lesson-learned sessions and collaboration within and across business units and IT functional areas. Collaborates with the Technical Writing team to create technical documentation
Background
The consultant will act as an expert liaison between IT and one or more assigned lines of business (LOB). In this capacity, they will serve as a trusted advisor, working closely with business stakeholders to effectively:
Identify, document & analyze current ("As-Is") and future ("To-Be") administrative or operational business processes for streamlining or other improvement and/or
Support business process reengineering initiatives to improve WSSC Water efficiencies.
Lead the elicitation and documentation of business, functional, data, and non-functional requirements (which may ultimately be addressed via technological solutions)
a.Education:
Bachelor's degree in computer science, Information Systems, or another related field
b.General Experience:
Six (6) years of senior-level experience. Ten years of relevant experience may be substituted in lieu of a bachelor's degree. CBAP certification (Preferred)
c.Specialized Experience
Requirements management tool experience. Business process analysis experience. Prototyping experience. Blueprint experience (Preferred)
d.Skillset
Strong proficiency in use case analysis, requirements engineering, and business process modeling/improvement Exceptional requirements elicitation and facilitation skills, and expertise in translating business needs into detailed requirements specifications. Strong ability to collaborate and communicate with stakeholders to ensure alignment and successful implementation of IT initiatives.
