Working Title: Program Manager II - Enterprise Content Manager
Work Location: Austin, Tx - This position requires candidates to be onsite 5 days a week. Candidates must be LOCAL.

We are seeking a highly motivated and experienced Enterprise Content Manager (ECM) Program Manager to lead our content management initiatives. The ideal candidate will possess a combination of technical knowledge, project management skills, the ability to effectively introduce changes to business users, and a keen understanding of enterprise content management systems as well as key platforms such as Box, Sharepoint, OneDrive, OnBase, Docusign, and Adobe. Program Management: Oversee the planning, execution, and delivery of enterprise content management projects.
Stakeholder Engagement: Collaborate with ITD teams and external vendors to define and clarify project scope and requirements, focusing on the customer to ensure their understanding of the implementation and usage of solutions
Content Strategy: Develop and implement content management strategies to enhance organizational efficiency and information governance.
System Implementation: Lead the deployment business customer usage, training, and policy of content management systems.
Team Leadership: Lead a team of TxDOT ITD cross matrixed specialists (such as Applications, Infrastructure, Change Management, etc.), providing guidance and support to achieve project goals.
Timeline and Budget Management: Monitor project timeline and budgets, ensuring efficient allocation of resources and cost control.
Risk Management: Identify potential risks and develop mitigation strategies to ensure project success.
Technical: Understanding of technical storage solutions and practical use cases.
Reporting: Generate regular reports on project progress, highlighting key milestones and deliverables.
Education: Bachelor's degree in information management, computer science, or a related field. Advanced degree preferred.
Experience: Minimum of 5 years of experience in content management platforms and program management.
Technical Skills: Proficiency in content management systems such as Box, SharePoint, OneDrive, OnBase, Docusign, and Adobe.
Project Management: Strong knowledge of project management methodologies and tools (e.g., PMP, Agile).
Communication: Excellent interpersonal, written, and verbal communication skills.
Leadership: Proven ability to lead cross-functional teams and manage complex projects.

Minimum Yrs of Experience, Skills, and Qualifications
Level 2: 47 years of experience in the field or in a related area. Familiar with standard
concepts, practices, and procedures within a particular field. Relies on limited experience and
judgment to plan and accomplish goals. A certain degree of creativity and latitude is required.
Works under limited supervision with considerable latitude for the use of initiative and
independent judgment.
