Job Details

Our client in Jacksonville, FL., is seeking a Project Cost Lead who will play a pivotal role in leading and training others in forecasting project costs, estimating, preparing budgets, and maintaining documentation for utility construction projects. This role ensures the efficiency, accuracy, and completeness of the project cost process, utilizing in-depth knowledge of project cost development and analysis methods.

This is 12-month contract hybrid position. 4 days in the office and 1 day a week remote.

Key Responsibilities:
  • Lead and train team members in project cost development, including estimating, forecasting, analysis, and reporting tasks.
  • Establish and implement procedures for estimating, purchasing, cost tracking, reporting, and controlling funding for construction projects.
  • Prepare highly advanced and complex technical project estimates as required.
  • Identify potential events impacting project costs, assess cost impacts, and recommend cost-effective alternative solutions.
  • Process, track, and report work orders, project costs, and capital budget items accurately and timely.
  • Collaborate with engineers across disciplines to assess work activity costs and identify cost-saving opportunities.
  • Oversee estimating, cost analysis, project budgeting, and cash flow forecasting processes.
  • Review project budget forecasts and recommend efficient fund utilization and allocation strategies.
  • Analyze and maintain project quantities, and man-hour reports, and escalate potential issues with proposed solutions to management.
  • Review and evaluate project proposal documents and specific work orders to determine technical and construction requirements.
  • Ensure compliance with regulatory requirements such as FERC, NARUC, and internal accounting standards.
  • Forecast future resource needs and take proactive steps to include them in budget planning.
  • Conduct reviews of cost groups to identify potential savings in resource and material utilization.
  • Coordinate activities of external consultants such as cost analysts and engineers effectively.
  • Review and analyze spreadsheets, databases, and other records to monitor project cost status and expenditures.


Education and Experience Requirements:
  • Bachelor's degree in Engineering, Finance, Accounting, Construction Technology, Business Administration, or a related field, plus four (4) years of experience in project cost and/or estimating work.
  • Alternatively, eight (8) years of combined education, training, and experience, including at least four (4) years of project cost and/or estimating experience.
  • Preference given to candidates with experience in major utilities or engineering consulting firms specializing in utility design and construction
