Overview
GovCIO is currently hiring for an Engineer/Scientist 5 to provide cybersecurity support and perform cybersecurity functions on the Navy's Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team. This position will be in Charleston, SC and will be an onsite position that requires 40% CONOCONUS travel.
Responsibilities
Gathers information concerning the capabilities of Company products; investigates the technical capabilities of Company products and competing equipment and/or solutions; stays abreast of developments in hardware and software. Generates quantifiable requirements based on customer description, system planning and design, and ensures requirements comply through formal verification methods. Translates high level product development strategies into network and system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall network and system development. Designs interfaces and brings network and system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements.
Qualifications
High School with 10+ years (or commensurate experience)

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. - Provides support and has a strong working knowledge of the DoD 8570.01-M Information Assurance Workforce Improvement Program Manual.
- Performs IA Technical (IAT) and IA Management functions with the following specialties: Computer Network Defense Service Providers (CND-SPs), and IA System Architects and Engineers (IASAEs).
- Provides project coordination support to assist Integration, Test, Cybersecurity, Infrastructure, and Program Management Teams with agile CI/CD software delivery.
- Utilizes emerging technologies to build, maintain, and improve the datacenter to provide faster, more capable solutions to the government customer.
- Diagnose equipment malfunctions and perform maintenance and repairs based upon manufacturer specifications and recommendations.
- Responsible for engineering and/or installation activities within the telecommunications function including engineering, implementation, diagnostics, and operations/user support.
- Monitors the operation of Radio Frequency (RF) network systems and transition mediums. Performs complex tasks relating to telecommunication network operations, installation, and/or maintenance for local, off-site, and/or remote locations.
- Gather technical requirements, conduct surveys and engage with clients, constructions crews, utility personnel, and various government departments.
Qualifications
High School with 10+ years (or commensurate experience)
Required Skills and Experience
- Clearance Required: SECRET
- IAT Level 2 Certification or comparable training.
- 10 - 15 years of experience in research development, commissioning, test, and evaluation, to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specifications, System Analysis, Systems Architecture, Systems/Equipment Integration, Test and Evaluation Criteria, and Logistics Support of C4ISR requirements.
- Five (5) years of technical experience in design, development, commissioning, and test of real-time control systems for Navy high powered radio broadcast transmitters, to include demonstrated experience in design, commissioning, and test of real time control systems. Demonstrated experience and proficiency in SharePoint as a SharePoint Designer, VMware, vSphere, RS Logix, C/C++, Labview, Visual Basic, and VHDL.
- Ten (15) years of practical experience to include:
- Minimum ten (15) years of C5ISR experience.
- Serving as ScrumMaster for a cross-functional team of engineers and developers.
- Streamlining processes and implementing improvements for and better and more efficient team.
- Proficiency in using miscellaneous test equipment such as oscilloscopes and signal generators.
- Lead a team of cross-functional IT professionals and maintain all aspects of project infrastructure.
- Operate and lead engineer for software products, including software upgrades, troubleshooting, licensing, accounts, and authentication.
- Implement a helpdesk system for all project uses as sell as Program Office representatives.
- Understanding and/or experience with PLC programming.
- Outstanding communication skills.
- Perform Cybersecurity remediation across all production servers, including monthly scanning and patching of systems.
