Job Description
Varantec is seeking a highly skilled Senior Program Control Analyst expert to join our team, providing crucial program control support to our Government customer. The ideal candidate will have a strong resource and acquisition management background, expert level understanding to NRO policies, procedures and tools, and the ability to analyze complex program performance and progress against goals. Key Responsibilities:

  • Assess the Directorate's budget execution, using appropriate methodologies to evaluate the impact of emerging trends and ensure the program's progress aligns with available resources and goals.
  • Perform cross-program analyses to determine impacts of program performance and progress against plans; determine resources necessary to accomplish assigned goals and objectives; identify resource trade-offs within and among competing programs and provide resource alternatives.
  • Collaborate with the Program Office technical team to assess resource needs to ensure the alignment and thoroughness of budget estimates and requirements for both new and ongoing initiatives.
  • Assist with Directorate budget exercises and the development of the Intelligence Program Budget Submission (IPBS), Congressional Budget Justification Book (CBJB) and Congressional Justification Book (CJB), and Unfunded Requirements (UFR).
  • Assist the Directorate to provide Budget Line Items (BLIs), Request for Contract Action (RCA), Funds from Others (FFO), Funds to Others (FTO), Funds Transfer Requests (FTR) and other funding documentation using the appropriate tools and forms.
  • Assist in the creation of briefing packages to support NRO program status and requirements reviews, program management reviews, business management reviews, and earned value management.
  • Validate data in various budgeting execution applications and address any discrepancies between requirements and budgets.

Required Qualifications:

  • Bachelor's degree in a Technical or Business-related discipline, along with 12 years of relevant experience.
  • Strong preference for candidates with experience with NRO tools such as NRO Execution Tool (NEXT), NEAR, NFIS, FIT, FIRsT, EpX Studio, and others.
  • Knowledge of the NRO policies on appropriations, expenditure types, budget codes and Contract Line item Numbers (CLIN)
  • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles.
  • Proven understanding of IC budgetary principles and procedures.
  • In-depth knowledge of acquisition management regulations, practices, policies, and procedures, including lifecycle resource planning for major system acquisitions and development of Acquisition Program Baselines.
  • Applicant must possess a TS/SCI with CI poly.
