Direct and coordinate all activities of the LLC such as strategic planning, formulating and administering organization policies, business development, compliance and all aspects of the day-to-day operations of the business.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Management oversight of all contracts.
- Regular interface with the Small Business Administration (SBA) Business Opportunity Specialist (BOS)
- Ensure creation of well-constructed, comprehensive business plans.
- Serve as primary liaison between company and customers.
- Responsible for the employment, training, motivation and discipline of assigned employees.
- Ensure time keeping compliance for self and all reporting employees.
- Plan for and establish standard methodologies for costing, program management, business development, and proposal development.
- Review market opportunities, competitors and business costs.
- Build company image by collaborating with customers, government, community organizations, and employees, enforcing ethical business practices.
- Maintain quality service by establishing and enforcing organization standards.
- Maintain professional and comprehensive knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Confer with the President to review achievements and discuss required changes in goals or objectives resulting from current conditions.
- Provide reports to the SBA and the Fort Sill Apache Tribe Economic Development Authority (EDA)
SKILLS and QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- SBA highly recommends a Native American be the LLC Manager of Tribally Owned business enterprises.
- In depth knowledge of Government Contracting, Federal Acquisition Regulations, particularly 13 Code of Federal Regulations (CFR), Parts 121 and 124, Regulations for 8(a) Business Development (8(a) BD) and Small Disadvantaged Business (SDB) Programs, and SBA s Size Regulations.
- In depth knowledge and experience with the Service Contract Act, Wage Determinations, and Collective Bargaining Agreements
- Strong leadership skills
- Good interpersonal and problem-solving skills
- Goals oriented
- Ability to analyze company procedures to make improvements
- Strong organizational, written, and oral communication and interpersonal skills.
- Professional and diplomatic in communication skills and be able to demonstrate sound judgment.
- Demonstrate honesty, responsibility, integrity, and fulfillment of commitments.
- Ability to work independently to perform duties in a timely manner with little supervision.
- Ability to interact effectively with members and coworkers.
- Advanced computer literacy skills with MS Office Suite applications.
- Fort Sill Apache Tribe tribal membership, preferred
Requirements
- Bachelor s degree in Business Administration or related field preferred, or an Associate degree and a minimum of two years experience demonstrating leadership and managerial skills in Government contracting required.
- Thorough knowledge of 8(a) contracting policy and processes
- Experience working with Tribal governments preferred
LANGUAGE SKILLS :
Must possess excellent verbal and written communication skills and have the ability to read, analyze, and interpret contracts, manuals, correspondence and handbooks. Ability to write reports and business correspondence.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must have or be able to obtain Secret clearance.
