ICF is seeking a detail-oriented, self-motivated candidate to help federal government clients implement and evolve their energy efficiency , decarbonization, and sustainability programs. This position will be based in our Reston , VA headquarters office in a hybrid work environment . For s uccessful candidates , a significant portion (at least 50%) of the role will entail outreach to and engagement with current and prospective users of the ENERGY STAR ® Portfolio Manager ® web services application programming interface (API) , which may include software as-a-service (SaaS) providers, utilities, and other 3 rd parties supporting energy management activities in the commercial and multifamily building sector s . Use of this API is a critical pathway by which a broad range of organizations streamline/automate the exchange of data between their own systems and Portfolio Manager. At present, more than 80% of property records benchmarked in Portfolio Manager each year are exchanging data via API at some point in the process, making this a critical mechanism for continued program growth.

The remainder of responsibilities will include some combination of (1) support for the broader ENERGY STAR Service and Product Provider partnership (of which API users are just one component) and (2) programmatic support for key ENERGY STAR support functions that may include but are not limited to: development of training materials for program stakeholders; reviewing applications for ENERGY STAR Certification; analytical support for underlying Portfolio Manager functionality.

Responsibilities:

  • Coordinating with clients and other team members to develop local, regional, and national strategies to influence the market and increase participation in voluntary energy and decarbonization programs such as EPA's ENERGY STAR ® program

  • Conducting outreach to a range of stakeholder audiences, including (but not limited to): energy and sustainability managers; 3 rd party energy service providers; software providers; utilities; and state/local government entities

  • Developing communications, outreach, and training resources, including newsletters, case studies, website content, webinars, and in-person events

  • Supporting partner recruitment, onboarding, and ongoing support to maximize program participation

  • Maintaining detailed records in a customer relationship management system

  • Conducting research and analysis of energy efficiency , electrification, renewable energy, and decarbonization programs and policies

  • Assisting with project management tasks including project deliverables, program staffing and budget management

Minimum Qualifications :

  • Bachelor's Degree AND 2+ years of relevant professional full-time work experience OR Master's Degree AND 1+ years of relevant full-time work experience.
  • Experience with Benchmarking commercial and/or multifamily properties using ENERGY STAR Portfolio Manager, with demonstrated command of key functionalities via the Portfolio Manager front-end user interface
  • Experience with Energy/sustainability management software platforms or building energy data management

  • Experience using the Portfolio Manager web services API or managing Portfolio Manager records that are dependent on data feeds from other web service providers.
  • Experience providing technical support for a software product.
  • Experience in the general process of software development, including the relationship between the project sponsor, business/requirements analysts, and developers.

Preferred Qualifications :

  • Experience with building energy/emissions performance standards

  • Experience with ENERGY STAR, DOE Better Buildings/Better Plants, LEED, and/or other efficiency/sustainability tools and program platforms

  • K nowledge of the U.S. commercial buildings sector, especially the key stakeholders helping building owners and managers in meeting ENERGY STAR program requirements for benchmarking customer buildings using Portfolio Manager and gaining ENERGY STAR certification (e.g., energy service companies, architecture / engineering firms, sustainability consultancies)

Professional Skills and Abilities

  • Experience using customer relationship management platforms (e.g., Salesforce).
  • Passion for troubleshooting, problem solving, and customer success.

  • Ability to understand and translate/convey technical details to non-technical audiences.

  • Ability to "zoom in" and "zoom out" between technical details and higher-level programmatic implications (e.g., identifying common technical support inquiries that may suggest an opportunity for broader system enhancements).

  • Strong attention to detail and ability to follow/improve processes.

  • Collaborative/cooperative working style.

  • Ability to prioritize and multi-task, and work under strict deadlines.
