Scope of Services:
Application/Interface Developer
REQUEST DETAILS
Time frame for completion: 12 months with option to renew.
Contract to provide professional and technical services including Business, Programming, and Reporting Analysis of IT-related processes and systems.
Specified productivity speed/number of tasks/amount of material: Work that is required to be performed on-site, will be performed between the hours of 7:00 AM - 5:30 PM Monday-Friday in Auburn, CA.
Personnel assigned by Contractor to perform services pursuant to this Agreement will be required to complete and pass an exhaustive law enforcement check process before commencement of provision of services pursuant to this Agreement. This process typically takes 6-8 weeks.
The scope of services to be performed includes developing and managing automated business processes and workflow systems, managing the agency's dynamic Intranet site and related tools/processes, implementing various software system projects, and administering various software systems.
Description of work to be performed:
The following skills and experience are expected to be used to perform the services:
o Understanding of IT principles, including networking, IT security, client/server/cloud, etc.
o Development tools - Visual Studio, jsreport, HTML, XML, JSON, Web Services.
o Workflow and various business process automation tools (i.e. SimpliGov, Zoho, Slack, etc).
o SQL scripting for the creation and management of interfaces.
o Report design and creation using tools like SSRS and Java Script.
o Microsoft Power Platform (Automate, Apps, BI, Pages, Virtual Agent).
o Microsoft SharePoint Online administration and/or website design/administration.
o Effective communication with team members, vendors, management.
o Software development experience and understanding.
o Windows OS, IIS, Active Directory, and basic networking principles.
o Microsoft SQL Server.
o Additional business and technical skills and experience that are desirable (in order of importance):
Conducting business analysis and research to identify opportunities for improvement.
Creating requirements and specifications for business solutions.
Determining business requirements, functional requirements, and design specifications.
Line of business software management: being software system's owner to ensure its optimal use along with being a knowledgeable resource for business unit(s) by learning their operational practices and related governance/policies, recommending where technology could make improvements to save time and money and increase accuracy and security.
Mobile application development (iOS/Android)
Organizing and planning project tasks and schedules.
Contract and budget management.
Professional written and verbal communication, including translating technical topics to end users.
Managing lifecycle of technical projects, from business need inception to successful implementation.
Graphic design software/basic custom image design.
