Job DescriptionSummary

Get the best of both worlds working for a vibrant small business on a long-term Federal project. Apply your IT management skills to support federal IT program management offices with capital planning and investment control. Exercise expert judgment in an environment that provides autonomy and flexibility, on a project that respects, utilizes, and develops your expertise. Work in a small team of technical and program support consultants for a large federal agency.

Responsibilities
  • Assess CPIC and IT portfolio data and provide trend analysis and any associated recommendations related to optimizing IT resources, identifying gaps and inaccuracies in IT spending, and mission and business goal alignment.
  • Monitor and respond to CPIC-related communications such as issues, concerns, and requests.
  • Support IT investment management including major IT business case submission, IT funding requests, baseline change requests, TBM reporting, and regular project reporting including cost and performance actuals.
  • Document CPIC processes and procedures to ensure knowledge continuity; update documentation based on process/procedural changes as necessary.
  • Provide recommendations to approve or reject an investment request and coordinate such requests for agency leadership approval.
  • Assist in the development of policies/memos/directives related to capital planning.
  • Assist in the development of annual IT capital planning (formulation) approach, implementation, and analysis.
  • Provide budget/portfolio formulation & portfolio development support.
  • Assist in building the department-wide IT portfolio summary and corresponding IT budget submission components.
  • Assist in building the department-wide set of major business cases, major business case details, and standard investment reports for submission to OMB and other purposes.
  • Respond to CPIC data calls and submission schedules based on OMB and agency CPIC reporting requirements.
  • Perform data validation checks and transmission of materials to OMB or other entities.
  • Maintain recordkeeping related to OMB submissions and related activities.
  • Consolidate, review, and improve investment data, artifacts, and other materials or information.
  • Advise on CPIC best practices and make recommendations for process improvement.
  • Support monthly capital planning meetings to include developing meeting materials, presenting, and documenting notes and action items resulting from the meetings.
  • Experience with the entire CPIC lifecycle including concept inception (Pre-Select); project refinement and planning (Select); project launch and execution (Control); and project measurement and improvement efforts (Evaluate).
  • Coordinate, develop schedules, develop guidance, and perform analysis on IT budget submissions.
  • Assist with IT investment performance baseline management.
  • Assist investment managers in the management and reporting of standard investments.
  • Serve as a Folio/eCPIC administrator as needed to manage user accounts, , link investment to portfolios, revise portfolios, submit to the IT Dashboard, etc.
  • Develop, collect and review CPIC related documents, such as investment artifacts, and provide feedback on quality and completeness.
  • Provide training on CPIC related topics.
  • Attend capital planning related working groups/communities of practice.
  • Schedule and coordinate meetings and logistics.
Qualifications - Required
  • Bachelor's degree
  • 5+ years' experience in federal IT systems
  • 2+ years using a CPIC tool such as GSA Folio/eCPIC
  • 1+ years' CPIC experience including preparation of Major IT Business Case (formerly Exhibit 300) and IT Portfolio Summary (formerly Exhibit 53)
  • 1+ years' experience participating with formal system lifecycle (LCM) for a federal project
Qualifications - Highly Desired
  • Degree in Computer Science, Engineering, or Technical preferred
  • Capital Planning Professional (CPP) Certification
  • Strong understanding of system development life cycle of IT projects
  • Hands-on business analysis experience in an IT environment
  • Experience with the development and review of OMB Major IT Business Case (MITBC) and IT Portfolio Submission (ITPS) including annual reporting: dashboard updating and understanding of the full federal appropriations cycle
  • Experience with the OMB budget formulation and execution process
  • Experience reviewing, scoring, and updating investment business cases
Knowledge/Skills/Abilities
  • Excellent verbal and written communication skills, with the ability to interact professionally with a diverse group of project stakeholders and subject matter experts.
  • Demonstrated ability to build strong collaborative business and technology relationships.
  • In depth knowledge of the CPIC process, techniques, and governing laws.
  • Working knowledge of the TBM Framework and the ability to disseminate IT costs across applicable IT cost pools and towers.
  • Ability to provide group facilitation, training, and other forms of knowledge transfer.
  • Ability to work well with clients to determine requirements, and execute a plan to meet those requirements in a timely and efficient manner
Compensation
  • $38,500 to $51,500 yr ($37 to $50/hr) based on capability and experience
