JOB DESCRIPTION:

Description of the overall work

This role focuses on creating and managing a comprehensive EIR (Electronic and Information Resources) accessibility program that ensures all DCS applications comply with state and federal accessibility laws. This position involves performing highly complex accessibility work to guarantee that products and services are fully accessible to all users, including those with disabilities. Key responsibilities include developing and maintaining program governance structures, supervising program operations, consulting with agency stakeholders on accessibility matters, and establishing detailed accessibility criteria for specific EIR needs. The role also encompasses evaluating systems for compliance, delivering specialized accessibility training, and providing expert guidance to ensure universal access to DCS applications and services. This position serves as the primary authority in developing, implementing, and maintaining accessibility standards across the organization while working collaboratively with stakeholders to achieve compliance goals.

  • Identifies and communicates opportunities for business process improvement;
  • Drives business process innovation;
  • Investigates and evaluates potential business process improvement solutions;
  • Justifies expenditures in support of business process improvement solutions;
  • Defines business process improvement solutions while ensuring compliance with Customer IT standards;
  • Communicates to all business process stakeholders;
  • Consults regarding business process engineering, process measurements, change management, education and training

  • Knowledge of process for evaluation and selection of products, tools, services and infrastructure components in line with company's business needs.

REQUIRED

  • Experience in Electronic Information Resources (EIR) accessibility initiatives and strategies, including developing, maintaining, and improving the following: policies; EIR compliance review and approval procedures; technical guidelines for meeting statutory requirements regarding EIR accessibility; implementation and remediation plans; and processes for receiving and responding to reports of inaccessible EIR.
  • Knowledge of EIR Accessibility Laws and Standards, including 1 TAC 206 (Texas Administrative Code), 1 TAC 213, and T2054. 451 subchapter M, and current WCAG (Web Content Accessibility Guidelines).
  • Knowledge of EIR challenges associated with state procurement and contracts.
  • Skill in using Microsoft Office applications, including Word, Excel, PowerPoint, Vizio
  • Skill in using SharePoint.
  • Skill in using Adobe Acrobat.
  • Skill in communicating technical and/or complex ideas to technical and non-technical audiences.
  • Skill in delivering presentations and trainings to large and small audiences both in-person and online.
  • Skill in facilitating meetings involving cross-functional stakeholders and executives.
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines.
  • Skill in effective oral and written communication.
  • Skill in exercising sound judgment and effective decision making.
  • Skill in creating highly detailed, in-depth, technical documents.
  • Ability to provide dynamic and engaging trainings.

  • Ability to use various accessibility applications (JAWS, Zoom Text, WAVE, Adobe Suite, Sort Site).
  • Ability to receive and respond positively to constructive feedback.
  • Ability to work cooperatively with others in a professional office environment.

  • Ability to arrange for personal transportation for business-related travel.

PREFERRED

  • Preferred certification as a Certified Professional in Accessibility Core Competencies (CPACC).
  • Minimum of five (5) years of experience working with multiple stakeholders and customers, implementing outreach and education programs, and managing projects related to EIR Accessibility.
  • Progressive experience with digital accessibility programs or Information and Communications Technology (ICT) accessibility.
