Job Title: IT Project Manager / Sr. Business Analyst

Job Location: This position will be 100% remote and support clients across multiple time zones. The candidate must be willing to primarily work in the Eastern timezone.

Clearance Requirement: NACI

Employment Period: anticipated start in 08/01/2024 (contract base and options are up to 09/20/2026)

Education: BS or BA and eight (8) years of experience in consulting

Expected Travel: None

Job Summary

OmniSolve is seeking highly skilled resources to support a high-uptempo cross-functional IT Project Management team. The consultant supports the full scope of the application modernization strategy across our client s organization nationwide. The successful candidate must have experience developing and performing analysis for Analysis of Alternatives (AoA) and business cases and be able to lead AoA projects working closely with end users, architects, solutions architects, and analysts. The resource should possess excellent analytical and problem-solving skills, have experience managing and coordinating multiple stakeholders to complete a variety of technology assessment projects. The Project Manager should have experience briefing senior management on the status of projects, and communicating complex technical information to a non-technical audience. The candidate should have experience with industry recognized Project Management methodologies and principles, and demonstrated experience working within a mixed Agile-Waterfall ITIL aligned Service Delivery organization.

Responsibilities include:

Project Management

  • Manage Analysis of Alternatives (AoAs) from cradle to grave. This involves developing the business requirements, putting together the information needed to successfully execute an AoA, conduct technology assessments, compare technology solutions, present findings, and developing the business case and the roadmap for the selected technology.

  • Concurrently lead multiple major cross functional initiatives, establish new processes, and be able to generate RACI matrices, templates, and gather requirements from stakeholders.

  • Standardize internal IT processes and establish an organized approach such as leveraging Jira as a tool to track all work and deliverables in order to assess the team's capacity and the corresponding workload.

  • Use Agile and Waterfall methodologies to manage project scope and timeline, from conception to implementation, including requirements elicitation, writing features, user stories, and acceptance criteria, developing epic roadmaps, gathering cost estimates, conducting cost-benefit analyses, and explaining the business goals and intent of features to technical and non-technical staff.

  • Create detailed project charters and schedules, test plans, risk plans, communication plans, scope statements, etc., using generally accepted project management processes and tools.

  • Communicate progress to all stakeholders in an organized and formal manner. Initiate, convene, and chair meetings. Serve as a liaison, advisor, and representative on sensitive and complex issues. Independently conduct and drive business requirements & design- related discussions.

  • Partner with IT teams and functional leaders to establish data-driven policies and strategies across the organization.

  • Provide oversight to internal work processes to include but not limited to Software and Application Procurement Management, Application Portfolio Management, and Document & Knowledge Management. Assist with User Interface/User Experience (UI/UX) activities when necessary.

Business and Systems Analysis

  • Lead and support the development of requirements, analysis of those requirements for a document taxonomy initiative leading up to an AoA of the technology solution

  • Provide technical expertise, critical analysis, and authoritative advice on technology systems and applications related to IT solution requirements, programs, and projects supporting or related to COTS, cloud, hybrid, on-prem, and AI technologies. Provide expertise on IT security, data, contract-ready requirements, and cost analysis.

  • Interface with Business Stakeholders and IT infrastructure teams to define, gather, and document business processes and needs, and translate them into detailed functional specifications for development. Perform business systems and process analysis of existing and future systems/processes. Conduct stakeholder interviews, requirements gathering meetings, and vendor demonstrations. Create, update, manage, and ensure sign-off of all artifacts.

  • Develop comprehensive product documentation, including requirement statements, logical data models, process designs, user interface mock-ups, and use cases. Perform and document data analysis, data validation, and data mapping/design.

  • Develop detailed business case, ROI calculations, value definition, cost assessments (expense/capital), benefits, and risk analysis. Analyzes current state and emerging technology/application functionality and business needs proactively to add value.

  • Design, build, and maintain functional visualizations (reports and dashboards).

The candidate must have experience in the following:

  • Experience in leading and conducting AoAs, including market research, comparing technologies, and supporting the requirements effort as a Sr. Business Analyst

  • Experience briefing senior management on the status of projects and communicating complex technical information to a non-technical audience.

  • Managing customer relationships, including establishing customer expectations and communicating with customers related to project components - scope, deliverables, schedules, resources, blockers, etc.

  • Leading working sessions with business line personnel (mostly non-technical) and sometimes more technical like other IT PMs and development/systems vendors / SMEs to formulate requirements and coordinate overall project management.

  • Excellent consulting acumen, written and verbal communication, and organizational skills

  • Ability to work independently as well as collaboratively

  • Ability to multi-task managing various medium to large scale initiatives with cross-functional stakeholders

  • Must be able to pass a US federal government background check prior to commencing work. This background check will be paid and conducted by the client federal agency.

The following qualifications are preferred but not required:

  • Familiarity with Section 508 Compliance and IDEA Acts

  • Familiarity with the latest technologies

  • Federal government experience

  • Experience using Smartsheet

  • Experience using Google suite of applications

  • Experience with Apple Store and Google Store

  • Certified Scrum master or other industry-recognized certifications for agile software projects

  • Versed in agile and waterfall methodologies
