Duties

This is an interdisciplinary position that may be filled as a Geographer or Physical Scientist.

As a Geographer or Physical Scientist within the Earth Resources Observation Science Center, some of your specific duties will include:

  • Identify and formulate new research initiatives through networking with the community served by FEWS NET, U.S. and foreign government agencies personnel at various organizational levels.
  • Maintain an awareness of new qualitative and quantitative modeling approaches for analyzing geospatial and remotely sensed data to monitor and model Earth processes for improving early warning and understanding of impacts to food security in the developing world from drought, floods, hurricanes, and other natural disasters.
  • Utilize remote sensing, digital image processing, and Geographic Information Systems software to assess scientific information and analyze requirements for responding to international and national natural hazards.
  • Publishing scientific and technical reports in the open literature, participate in international and national professional meetings, symposia, and conferences, and participating in special task forces and study groups.
  • Serve as point of contact (POC) for requests for technical assistance and other information on remote sensing, phenology, drought, food security, and climate change; as POC for website maintenance and development (carried out by a team of web developers and software programmers.
  • Prepare budget estimates, research proposals, and other documents related to program policies, long-range planning, and coordination.
  • Design, schedule, and conduct training courses and workshops, as needed, to support technology transfer to foreign users in developing countries, other USGS disciplines, and Federal agencies.
Physical Demands: Work in the office, laboratory, and classroom is mostly sedentary. A moderate amount of domestic and foreign travel is required for project coordination, training workshops, and field investigations which can involve driving, hiking, and extended periods of time in developing countries and associated hardships that may be intrinsic to such environments.

Work Environment: Work is usually performed in an office, classroom, or laboratory, and occasionally can involve visits to field locations at home and abroad in support of research and applications projects. Standard immunizations are required prior to foreign travel.     Qualifications

    BASIC EDUCATION REQUIREMENT for 1301 Physical Scientist : Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

    A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.     BASIC EDUCATION REQUIREMENT for 0150 Geographer : Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels.
    A. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

    B. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.     FOR GS-12 : In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-12 level:

    One year of appropriate professional experience that is in physical science or geography or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-11 level in the Federal service, and if equipped, the applicant has the knowledge, skills, and abilities to successfully perform the duties of the position.

    Experience should include initiating and conducting research and application projects with cooperators involving integrating advanced remote sensing techniques, in situ measurements, and geospatial information to create hybrid systems for monitoring land surface change related to phenology, drought, and climate change. Experience with disseminating research results and other information through publishing scientific and technical reports in the open literature, participating in international and national professional meetings, symposia, and conferences, and participating in special task forces and study groups. Experience in designing, scheduling, and conducting training courses and workshops to support technology transfers to users. Experience in preparing budget estimates, research proposals and other documents related to program policies, long-range planning, and coordination. Experience working with web design/implementation teams, software development professionals, and leading the implementation of web-based applications.
