Description
ICF Disaster Management division is seeking a Disaster Recovery Implementation Assistant who will support government agencies in Puerto Rico in managing federal projects for the long-term recovery continuing from 2017 hurricanes. This position is Hybrid (onsite Cupey, PR office and remote in PR). This is a non-managerial level position.
As part of the growing Disaster Management Division, the position requires experience with the Community Development Block Grant - Disaster Recovery (CDBG-DR) program or other Federal disaster recovery programs.
Key Responsibilities:
Assist the Project Assistant in daily operations and specific responsibilities at the project level.
Monitor, identify, report, and recommend solutions to resolve issues related to, but not limited to, CDBG-DR Infrastructure Programs compliance, schedule, scope, and budget.
Provide guidance and recommend actions to internal staff to handle changes and risks associated to changes in policies, regulations, and construction codes applicable to PRDOH's CDBG-DR programs.
Deliver comprehensive disaster recovery and grant monitoring services, covering FEMA, 404 and 406 Hazard Mitigation, CDBG-DR State Match and Alternate, Improved, and Section 428 Public Assistance Alternative Procedure projects.
Support the design and implementation of disaster recovery programs and pre-disaster risk mitigation measures.
Ensure that task deadlines are understood and achieved, keeping all parties informed of progress and any outstanding issues.
Participate in meetings with subrecipients to provide technical assistance, inclusive of preparation and delivery of presentations to subrecipients, PRDOH and other stakeholders.
Follow-up with staff, subrecipient, and PMO on expectations and progress of tasks.
Assist Project Assistant with client requests by providing data, reports and other required information, and ensure quality control of all information provided.
Review, provide comments, and recommend approval of subrecipient pre-applications, applications, draw requests, change orders, subrecipient agreement amendments, budget revisions, and closeout documentation package, as needed.

MUST HAVE Qualifications: (candidates must meet these qualifications on their resume for consideration)
Bachelor's Degree in Engineering, Architecture, Project Management or similar degree.
4+ years' experience in disaster recovery work.
2+ years' experience in project management with federally funded infrastructure projects within the last five (5) years.
1+ years' experience in MS Project.
Must be bilingual Spanish and English, with fluent verbal and written communication skills.
Willing and able to travel as needed depending on project needs.

Excellent verbal, interpersonal and written communication skills.
