PURPOSE:
The GIS Analyst II position is responsible for maintaining GIS systems and architecture while providing industry standard development and automation best practices to streamline repeatable processes and functions related to Comtech s 911 products. You will be a member of Comtech s GIS Team responsible for managing GIS data, solutions and services across multiple product offerings. Job function requires frequent interaction with cross functional teams such as Operations, Deployment, Software Development, Product, Data Management etc
RESPONSIBILITIES:
Support existing ArcGIS server deployments at the system AND service level, fine tuning map service configurations to meet demands and troubleshoot connection issues as they arise; configure and deploy alarms based on system conditions before problems arise.
Build, deploy, operate, and support existing web-based GIS applications, familiar with ArcGIS JavaScript API, JavaScript, and apache Tomcat deployments.
Advise on workflow automation opportunities, and design and deploy tools that meet these challenges with stakeholder approval and engagement.
Serve as a SME for all aspects of AWS environmental deployment, with an emphasis on the deployment of Web-based GIS applications and ArcGIS server instances.
Be a resource for team analyses, reports and processes which deploy these toolsets to their best advantage.
Advise on architectural choices for new product deployment with respect to ArcGIS server configuration, service availability and resource use and hardware needs; oversee Op Design planning and creation and suggest Functional Specifications where they impact GIS processes and needs.
Perform/complete spatial reports and analysis as requested.
Support GIS data organization, maintenance, management, and storage tasks.
Assist other GIS analysts in supporting/balancing workload.
Upkeep system, development, architecture and process documentation
Be a member of the 24/7 on call weekly rotation for production issue support.
Support other projects as requested
Requirements:
Minimum of 3-5 years experience within the GIS field. Previous work experience should include current industry standards and best practices for maintaining GIS systems, architecture and development to automated manual/repeatable processes.
Be comfortable supporting ArcGIS servers in a Linux and windows deployments, Postgres and MSSQL backends and be comfortable with CLIs and APIs of all sorts.
Have a functional understanding of the Telecommunications infrastructure that the GIS team supports and the functional role that our team plays within the company and the broader industry 911 Call Routing, FCC map requirements, Standards Committees and NG Data Model.
Proficient using Python for Analysis, queries, joins and ODBC connections
Have a high-level of familiarity and experience with ESRI ArcGIS desktop applications and GIS toolsets.
Be comfortable with API interactions, REST interfaces and both the admin and manager interfaces for server.
Must be comfortable publishing and maintaining GIS services on local ArcGIS servers or ArcGIS Online.
Familiarity with accessing GIS data in databases including creating ODBC connections and basic SQL statements.
The ability to resolve issues from an analytical perspective using critical thinking and best practices.
The ability to communicate effectively, both verbally and in writing.
Detail orientated and able to demonstrate QA/QC best practices.
The ability to be flexible, team oriented, self-motivated and to able to determine appropriate tasks with little intervention.
Knowledge and/or experience in the 911/Public Safety field preferred.
Qualifications:
Bachelors degree in GIS or related field, or equivalent experience preferred.
Experience within the GIS field utilizing the following applications:
GIS software: ESRI ArcGIS Pro/Desktop, ArcGIS Server
Database & GIS Extensions: Oracle, Oracle Spatial, SQL, MS Access, PostgreSQL, postGIS
Scripting: Python, ArcPy package, Open Source (GML), VB, VBA, KML
Platforms: Windows, Windows Server, Linux
ADDITIONAL CAPABILITIES INCLUDE:

Familiar with TL9000 and/or ISO 9000 standards and requirements a plus
