Our client is looking for a Vice President of Business Development with a strong Financial or IT Background to support their federal civilian portfolio. The individual will lead business development, government relations, capture, and partnerships. In this role, the individual is expected to provide insight and tactical direction toward client's market competitiveness and proposal management strategies. Subsets of these responsibilities include operational oversight of customer engagement, pipeline growth, proposals submitted, and the capture awarding process to achieve maximum customer and market penetration.

This role is a full-time position located in Leesburg, VA (expected to be in the office 2 to 4 days a week).

Responsibilities:

Provides critical input to annual Strategic Plan, specifically Quarterly Business Development Reviews.

Establishes, shapes, grows, and maintains key customer relationships to expand Client s revenue base and profitability.

Engages in high-level negotiations to generate lucrative contracts and build beneficial strategic relationships that magnify and broaden Client s market offerings

Develop staff to the next level by ensuring assigned personnel fully understand capture management, proposal/quote/ROM generation, providing effective feedback to staff, and identifying and promoting growth opportunities.

Works closely with CEO, executive, and senior leadership team to develop and execute customer engagement strategies, messaging, and thought leadership campaigns across geographic and program lines.

Grows the opportunity pipeline through diligent and timely identification/qualification of new business opportunities by leveraging current technologies, customer relationships, and inter-company collaboration.

Develops and executes strategic and tactical plans for the pursuit and successful capture of key opportunities.

Leads and manages a team of BD professionals to maximize customer engagement and positioning to win new business.

Develops and supports strategic partnerships with industry leaders, driving innovation and new business opportunities.

Represents Client through participation in industry-related organizations, conferences, and panels.

Creates strategies to influence and shape customer requirements and acquisition strategies.

In partnership with key internal stakeholder teams, develops responses for requests for information (RFIs), RFPs/RFQs, market surveys, white papers, presentations, customer briefings, and customer demonstrations.

Analyze RFPs and revisions/amendments, providing bid and proposal strategy recommendations.

Contribute to the basis of estimate (BOE) development, including delivery model level of effort and labor category assignments to support cost build-ups.

Contributes to Client s thought leadership efforts and initiatives.

Travel to clients, contract sites, partner offices, or others, as required.

Perform other duties as assigned.

Required Skills:

Bachelors Degree is required.

Ten (10) years of proven management experience in business development or sales for the Federal Civilian industry.

Proven ability to support the accelerated growth of the company (small or large businesses).

Proven experience managing a $100M+ pipeline.

Successful track record over the last three years of driving growth through competitively winning new business opportunities, preferably in the Federal Civilian market (HHS, Treasury, DHS, etc.).

Strong strategic planning and analytical skills in sales and business (competitive) strategies.

Ability to work collaboratively with executive and senior leadership, functional/support staff, and teaming partners to create results-driven and team-oriented BD successes.

Knowledge and understanding of federal procurement processes, guidelines, and timelines, including but not limited to FAR, GSA MAS, GWACs, BPAs, IDIQs, and NAICS.

Extremely effective public speaking skills, presence, and relationship-building.

Strong communication, project management, and time management skills.

Energetic, collaborative, goal-driven, winning attitude with the ability to coordinate multiple projects simultaneously.

Ability to identify, establish, and use important customer relationships with senior-level officials and program stakeholders within the federal civilian community.

Knowledge of Federal Government contracting, procurement, current acquisition trends, and customer buying behaviors.

Knowledge of U.S. government policy, legislation, budgeting, contracting, contract types, and procurement processes.

Security Clearance:

Applicants selected must be eligible to work in the United States, be subject to a government security investigation, and meet eligibility requirements to obtain and maintain a Secret clearance.
