Overview:
Acts independently as a top-level technical contributor in performing highly specialized phases of application development for multiple departments; provides technical consultation on complex projects; formulates/defines systems scope and objectives; devises or modifies procedures for complex applications; responsible for systems analysis and design, program design, coding, testing, phase of development, including direct contact with user department staff and vendors; provides assistance to the section Manager, having responsibilities for assigning work, participating in employee performance evaluation and authorizing time off.
Duties and Responsibilities:
Requires knowledge, skill, and mental development equivalent to the completion of two years of college, with coursework in the computer science field AND 4.5 years of experience with technical systems and/or programming experience and/or IT project management, including at least 1-year supervisory experience or any equivalent combination of education and experience.

Duties and Responsibilities:
- Using the COBOL programming language and other supporting coding tools and languages (HTML, JavaScript, Java, JCL, iText, etc), performs senior level systems analysis and/or programming work, designs/develops special applications; prepares, defines, modifies, or designs complex data processing systems definitions, forms, operation flowcharts, computer block diagrams and procedures; reviews assigned systems for compliance with standards and guidelines, explains all facets of program, monitors progress, obtains/creates test data, assists in correcting logic, tests system as a whole and corrects system errors.
- Works directly with assigned user departments to develop the scope and business requirements for requested initiatives, legislative mandates and other information technology services needed as required interfaces with outside agencies and other entities necessary to fulfill the understanding of the scope and business requirements for an initiative request.
- Supervise a limited number of programming staff, assigning projects, monitoring project work, approving time off requests, and assisting the Data Systems Administrator with staff evaluations
- Prepares documentation defining pertinent information such as the system requirements, equipment, software, costs and any impact on the office and the public to fully inform the General Review Council on initiatives requiring their approval due to the impact on financial expenditures, public service, manpower requirements, other state agencies and other criteria needed to fully decide on the validity of the initiatives.
- Serves as an assistant to the supervisor by assigning/scheduling work, participating in performance evaluations, has signature authority to approve time off and advising employees on work performance.
- Designs, develops or conducts training programs for all levels of users supported by the department; recommends appropriate and necessary levels of training required for department supported systems.
- Monitors initiatives being developed and keeps user departments informed on the status of their projects, including periodic reports.
- Performs other duties as required or assigned.

- Requires excellent oral and written communication skills for effective engagement with colleagues and internal users/customers.
- Requires extensive knowledge necessary to effectively perform the ability to exercise sound judgement in analyzing, evaluating, and solving problems of a procedural, organizational, administrative, and/or technical nature.
- Requires the use and understanding of appropriate methods, tools, applications, and processes to demonstrate a rational and organized approach to work.
- Requires awareness and adherence to organizational standards for security, privacy, and ethics.
- Requires extensive knowledge of the devices for capturing data for computers and the means available for receiving and transmitting data from remote locations to a computer.
- Requires extensive knowledge of the principles and techniques of computer system documentation.
- Requires the desire to seek to identify learning and professional development opportunities.
- Requires extensive knowledge of the advantages and limitations of computer communication, and information retrieval systems as management information tools.
- Requires the ability to follow oral and/or written instructions and to carry out routine operations, once established, without further instructions.
- Requires the ability to organize facts and findings, analyze data logically and to present results with clarity and comprehension, orally and in written or graphic form.
- Requires willingness to travel and possession of a valid Illinois driver s license as required by individual positions within the class.
