Responsibilities

Peraton is prime contractor for the NEE program which is a SE&I services contract which include: project engineering, architecture engineering, requirements engineering and interface definition, schedule planning and analysis, security engineering, systems/segments development product ownership, systems integration/test & verification, enterprise risk and readiness management, transition to operations, and operational validation and capability and product improvements.

Due to growing demand of services, the program requires an additional SE&I Manager to lead a Peraton Engineering Team as an Expert Systems Engineer. Expert Systems Engineers assist in leading engineering teams in taking a multi-discipline approach to requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG) and Federal Agencies to ensure timely and accurate GEOINT.

As an SE&I Manager, the selected individual provides functional management of the Peraton personnel, including, career planning and development, performance assessment, merit planning, staff recognition, disciplinary actions, and career and technical counseling for the functional team. The SE Manager provides key support to the Program Management Office by reviewing and editing Position Descriptions (PD) for staffing needs, creating and maintaining staffing plans, and driving the recruitment process of qualified candidates for open positions.

Each SE&I Manager has a technical contributor position on one of the Enterprise Engineering and Integration Project Teams, that requires 90% of their time. Completion of functional management responsibilities varies but averages the remaining 10% of their time.

Strong understanding of systems engineering & integration (SE&I) programs is essential. The role requires the ability to work in a multi-government, multi-contractor, dynamic environment with a geographically diverse team. The preferred candidate must possess exceptional organizational and communications skills, strong interpersonal skills, and be a proven self-starter.

Technical Duties Include:

Assists the Government in directing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG) and Federal Agencies.
Assists with the planning, analysis/traceability of user requirements, architectures traceability, procedures, and problems to automate or improve existing systems and review cloud service capabilities, workflow, and scheduling limitations.
Advises the Government on proposed changes to the solutions designs based on analysis of requirements and new technology.
Assists the Government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions.
Supports the analyses and allocation of requirements to systems architecture components and executing programs.
Assists the Government in performing systems integration activities.
Assist in leading Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments.
Assists the Government in strategic technical planning, project management, performance engineering, risk management and interface design.
Provides expert advice to the Government in the areas of relating vision, strategy, plans, needs, requirements, and process and capability developments.
Operates at the level of integrating multiple Major Systems Acquisitions across organizational, agency, department, and governmental/national boundaries.
Demonstrated knowledge of the current NSG/ASG and NRO enterprises.
Oversees and coordinates the work of Senior-, Mid-, and Junior-level contractor Systems Engineers.
Management Duties Include:

Work with Talent Acquisitions to create and submit job descriptions for each opening.
Review resumes, conduct interviews, and select suitable candidates for each opening.
Conduct performance management including employee goal setting and performance reviews.
Review and approve employee timesheet and expense reporting.
Implement strategies to develop and retain employees.
Qualifications

Skills and Experience:

Required:

Candidate will fill a funded (TS/SCI billet) position on the NEE TO-1 Program and must qualify against the labor category for that position, which includes:
Master's degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or 18 years of experience as a Systems Engineer in lieu of degree.
18 years' working experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
Experience with and strong understanding of systems engineering lifecycle.
TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.
Demonstrated experience successfully building and leading large teams of engineering staff
Strong oral, written communications, presentation skills
Experience managing and resolving conflicts.
Demonstrated ability to mentor and develop employees.
Strong interpersonal, organizational, client relationship management, load-balancing skill.
Demonstrated ability/experience identifying/solving problems reviewing related info to develop/evaluate options and implement solutions.
Previous IC or DoD program/project work experience.
Previous NGA and/or NSG/ASG program/project work experience.
Desired:

Technical:
Doctorate in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
Working knowledge of Model Based Systems Engineering, processes, tools and languages.
Software Development Framework certification.
INCOSE Expert System Engineering Professional (ESEP) certification.
Licensure as a professional engineer.
Membership or leadership participation in any of the following professional organizations:

Extensive work experience in the field of geospatial intelligence.
Experience engineering solutions using Cloud Based Technology such as: Service Orientated Architecture (SOA), On-demand self-service, Broad network access, Resource pooling, Rapid elasticity, Measured Service, Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).
Experience engineering solutions using structured and unstructured Big Data.
Experience engineering solutions using Automation, Augmentation and Artificial Intelligence technologies.
Demonstrated expertise in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.
Management:
Prior experience as a hiring manager or a recruiter.
Project Management Professional (PMP), DAWIA Level III certification in Program Management, or equivalent specialized training and experience with Project Management tools and techniques.
Experience in GEOINT business methods and mission tradecraft, system activity and data modeling and analysis, info flow/transaction process analysis, risk management, readiness assessment, performance measurement techniques. Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
