What You Will Do:

The Data Management Lead will join a dynamic team supporting a global implementation of two separate IT systems at the Department of State. In this role, the candidate will develop and execute a data management strategy across both implementations. The candidate will oversee a team that will review the client's data policies, processes, and standards to identify strengths and areas for improvement and provide recommendations for the current and future architecture to support data and analytical needs. The candidate will also provide oversight of the collection, transformation, integration, and analysis of data to identify trends, assess performance, and develop visualizations in support of organizational and mission goals and data-driven decision-making for the client.

Responsibilities may include:
  • Oversee a data team and provide strategic direction and guidance for overall data management and data engineering strategy to support the client in executing its mission.
  • Develop and maintain data governance documentation, tools, and templates.
  • Define data requirements and ensure the storage, availability, and coherence of electronically stored information meets the client's needs
  • Oversee the development of data pipelines involving the collection, transformation, cleaning, and validating of data from multiple sources.
  • Coordinate with non-technical users to gather requirements, summarize and catalog data fidelity issues, and make recommendations to the client.
  • Oversee the development of intuitive, attractive, and interactive data visualizations using large data sets to create dashboards, using tools such as Tableau and Power BI, for a diverse set of users with varying technical capabilities.
  • Oversee the requesting, documenting, reporting, and analyzing data, and where applicable, creating tools and resources to support data and reporting.

What You Will Need:
  • An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance
  • Bachelor's degree
  • FIVE (5) years' experience in data management involving the movement of data among systems and databases to meet business/mission needs
  • Ability to provide strategic vision for data management and data engineering solutions and support its implementation
  • Ability to lead a small teams of data engineers
  • Demonstrated experience with relational database concepts and structures
  • Demonstrated understanding of data blending, joining, and cleaning to ensure accurate and usable datasets
  • Ability to communicate technical concepts to non-technical stakeholders and produce clear diagrams and other visuals of technical architecture and processes

What Would Be Nice To Have:
  • Knowledge of Archibus and/or Kahua
  • Proficiency in querying and joining datasets using SQL.
  • Proficiency developing data pipelines using Palantir.
  • Proficiency in data wrangling and analysis using Python.
  • Proficiency developing dashboards using Tableau or Power BI.
  • Experience utilizing Robotic Process Automation (RPA) tools to streamline and automate workflows.
  • Proficiency in programming with Excel Visual Basic for Applications (VBA).
  • Experience supporting Department of State and/or understanding of the nomenclature and organizational structure of offices within the Department of State.
