Functional Analyst- Hybrid DC

An experienced policy analyst who can translate policies into detailed requirements.

  • A high-level business and functional analyst who can apply program requirements to system design, process development, and data/reports implementation.
  • The individual shall be responsible for analyzing and developing policies, procedures, and business requirements based on new and evolving federal program guidance, including: researching and analyzing applicable policies, regulations, and program documentation (such as S-EBT MOUs and Plan of Operations and Maintenance);
  • The individual shall document policies and translate the information across and into all Agency programs, materials, plans and procedures, and other media communication methods;
  • The individual shall translate legal and operational requirements into business rules for the development of permanent case management systems; as well as facilitating program reporting and audit management;
  • The individual shall collaborate with subject matter experts, stakeholders, and partners to gather input and ensure that policies and regulations are aligned with organizational goals and objectives;
  • The individual shall play a key role in the delivery of the new case management system for FY25 and future fiscal years.
  • The individual shall communicate federal and local program requirements to technical staff responsible for the development and implementation of the permanent case management system;
  • Coordinating system design, development of test scenarios, and implementation monitoring;
  • The individual shall support the development of system data tables, data queries, data
  • transformations; as well as informing reporting formats and file creation;
  • The individual shall be responsible for ensuring policy compliance and alignment with legal requirements, including:
  • The individual shall coordinate between DHS, OSSE policy experts as well as legal counsel to ensure that S-EBT program complies with policies;
  • The individual shall facilitate reporting, reconciliation, monitoring, audit procedures;
  • The individual shall create and update updating procedural documents for customer service staff as well as internal S-EBT team;
  • The individual shall compile all internal and customer facing frequently asked questions to mitigate recurring issues;
  • The individual shall provide recommendations for program improvement;
  • The individual shall coordinate and support fraud management activities;
  • The individual shall provide support for Tier 3 escalated cases, including tracking, coordination, customer communications, and closure;
  • The individual shall organize and coordinate Fair Hearings requests for S-EBT.
  • The individual shall be responsible for supporting ongoing Summer EBT data reconciliation and analysis work, including:
  • The individual shall support developers, data architect, and data scientists in data matching and de-duplication by running reports and providing clarifications;
