Senior IT Project Manager

Lead the implementation of mission-critical DOT IT Projects with primary responsibility for the Roadway Lighting Control and Monitoring System Project within the Transportation Portfolio and SAS Initiative. This senior-level position requires an experienced project management professional capable of managing both in-house and third-party developed solutions from concept through implementation and close-out.

Key Responsibilities

• Serve as primary project manager for the Roadway Lighting Control and Monitoring System Project, coordinating with DOT IT PMO stakeholders
• Manage multiple concurrent DOT IT projects while maintaining quality, timeline, and budget requirements
• Develop and maintain detailed project plans, schedules, resource allocations, and risk management strategies
• Lead cross-functional teams including technical staff, vendors, and department stakeholders
• Oversee vendor relationships and third-party solution integrations
• Facilitate requirements gathering and documentation processes
• Conduct regular project status meetings and provide executive-level reporting
• Manage project budgets and resource allocations effectively
• Ensure compliance with government IT standards and protocols

Qualifications

• Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred
• Minimum 7-10 years of progressively responsible IT project management experience
• Proven experience delivering complex technology projects in transportation or government sectors
• Strong technical background with understanding of software development lifecycles and IT infrastructure
• Experience with both in-house developed solutions and third-party integrations
• Demonstrated success managing projects from concept through implementation and close-out
• PMP certification required; additional certifications in Agile, ITIL, or related methodologies preferred
• Knowledge of transportation systems and smart infrastructure solutions is highly desirable
• Excellent communication, leadership, and stakeholder management skills

• Proficient with MS Project using MS Project Server to manage multi-million dollar projects with multiple year durations. (Required - 7 Years)
• Strong communications skills, oral and written, with project team, management, executive management and external organizations. (Required - 7 Years)
• Proven planning and management skills including scope estimating and control, budgeting, testing, quality assurance and resource allocation. (Required - 7 Years)
• Experience with project risk management, including failure mode effect analysis and planning. (Required - 5 Years)
• Experience implementing solutions utilizing third party vendors and third party products. (Required - 7 Years)
• Project Management experience implementing in-house and third party development solutions. (Required - 6 Years)
• Strong analytical and conceptual skills. (Required - 5 Years)
• Experienced in contract and vendor management. (Required - 6 Years)

Preferred Qualifications

• Government IT project management experience. (Desired - 5 Years)
• PMP certification. (Desired - 5 Years)
