Team (Project) Introduction

HBA (Heuristic Behavior Analytics) is a significant part of VA's overall defensive security strategy. The project will provide a tool and sensor baseline to support continual heuristic analysis of behaviors to identify anomalies by defining normal baselines of behavior and traffic patterns. HBA will also provide comprehensive visibility into data and traffic throughout the network. Successful implementation of this solution requires a leader who is familiar with VA's data, processes, policies, controls, infrastructure, and organizational landscape and who can oversee a phased, integrated, and detailed approach to deploying, tuning, and operating the HBA solution.

9th Way Insignia Solutions has an opening for a Cyber Security Engineer to work in support of the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Office of Information Security (OIS) on the Heuristic Behavior Analytics (HBA) implementation. This high-profile position serves as Insignia's primary point of contact and leads the day-to-day deployment and operations and maintenance (O&M) of the HBA technical baseline, ensuring that the HBA technical scope is delivered within budget, schedule, and quality requirements.

The Cyber Security Engineer position aligns as Level 3 Engineer at 9th Way Insignia. An Engineer 3 typically plans and directs research or development work on complex projects, along with engaging various parties in design and development. Costs and recommendations of new components may also involve part of the job scope. Performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer 3 oversees the design, development, implementation, and analysis of technical products and systems. An Engineer 3 has broad knowledge of engineering procedures and assists in the resolution of complex problems. An Engineer 3 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.

Functional Job (LCAT) Information

A Cyber Security Engineer has IT experience with Cyber Security Policy and threat mitigation. Must be well versed in Cyber Security Tools, network topologies, intrusion detection, PKI, and secured networks. Must have familiarity and experience in the implementation of cyber security regulations.

Responsibilities:

  • Design and implement security protocols to safeguard the organization's digital assets
  • Regularly updating and monitoring security systems to ensure they are effective against the latest threats.
  • Addressing and mitigating any security breaches or incidents.
  • Performing tests to identify and fix vulnerabilities in the network and systems.
  • Setting up and maintaining firewalls and other security measures to prevent unauthorized access.
  • Establishing and enforcing security policies and best practices within the organization.
  • Identifying and resolving security and network problems.
  • Advising on security improvements and ensuring compliance with legal and regulatory requirements.

Requirements:

  • Bachelor's degree in computer science computer science, electronics engineering or other engineering or technical discipline is required, or 8 years of additional relevant experience considered in lieu of Degree.
  • 10+ years of proven experience in software development, with a strong track record of delivering projects on time.
  • Proficiency in various operating systems, especially Linux and Windows.
  • Excellent leadership and interpersonal skills, with the ability to motivate and manage diverse teams.
  • Strong problem-solving abilities and a proactive approach to issue resolution.
  • Effective communication skills, both written and verbal, for conveying complex technical concepts to non-technical stakeholders.
  • Detail-oriented mindset with a focus on delivering high-quality results.
  • Familiarity with project management tools and software for scheduling, tracking, and collaboration.

Salary Range

The salary range for this position is $96,370.33 - $133,000.00
