Due Date: April 18, 2025 by 11am EST

Term Through June 30, 2025, with a possible one (1) year renewal term

Location: The work will be conducted on-site with the Department's OIT in the Carlton Building at 501 South Calhoun Street, Tallahassee, Florida.

Scope: The Senior Project Managers will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:

(1) Oversee, lead, and drive initiatives for organizational change as follows:

(a) Lead organizational change initiatives, ensuring alignment with project goals and stakeholder expectations;

(b) Develop and execute change management strategies, plans, and activities;

(c) Facilitate change readiness assessments, stakeholder engagement, and communication plans; and

(d) Manage resistance and build commitment to change through engagement and training strategies.

(2) Manage project planning as follows:

(a) Develop and manage resource-loaded and leveled projects;

(b) Maintain project metrics and performance metrics in accordance with established Department standards;

(c) Provide hands-on leadership for complex projects, ensuring on-time and on-budget delivery;

(d) Serve as a liaison with users and stakeholders to ensure smooth project execution; and

(e) Provide progress reports and presentations to internal and external stakeholders and executive leadership.

(3) Effectively manage stakeholders and team members as follows:

(a) Coordinate numerous project teams and manage the initiative to meet overall objectives;

(b) Build collaborative relationships with stakeholders to ensure alignment and effective communication;

(c) Facilitate joint application development (JAD) sessions and gather business requirements; and

(d) Provide effective communication to manage stakeholder expectations.

(4) Maintain all project documentation and compliance standards as follows:

(a) Maintain all project artifacts in accordance with Project Management Office (PMO) standards;

(b) Ensure compliance with Rule 60GG-1, Florida Administrative Code (F.A.C.); and

(c) Document As-Is and To-Be processes as part of business analysis and process improvement initiatives.

(5) Perform effective risk and issue management as follows:

(a) Identify and manage risks and issues that may impact project success;

(b) Develop risk mitigation and contingency plans; and

(c) Provide issue tracking and resolution strategies to keep the project on track.

(6) Provide strategic oversight of resources and budget management as follows:

(a) Manage project spend plans and allocate resources accordingly; and

(b) Track project expenses and ensure alignment with the allocated budget.

NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.

NOTE: Any successful Candidate with access to the Department's network is required to complete the Department's Security Awareness Training within 30 calendar days of hire.

Five (5) or more years managing successful, large-scale projects with multiple diverse teams;

Five (5) or more years of experience in change management methodologies, strategies, and implementation;

Five (5) or more years utilizing project management software (e.g., Microsoft Project, Primavera, and/or Jira) to track and maintain projects;

Five (5) or more years of experience with project management methodologies and documentation (e.g., PMO);

Five (5) or more years of experience in risk and issue management;

Five (5) or more years of experience facilitating meetings and developing clear documentation;

Experience creating and presenting status reports to internal and external stakeholders;

Ability to coordinate project teams, lead complex projects, and meet objectives;

Demonstrated leadership and negotiation skills; and

Proficient in communicating clearly with both technical and non-technical stakeholders.
