Program Overview: The Business Master File Modernization (BMF Mod) program is a key initiative within the IRS's broader effort to modernize its legacy tax processing systems. This program plays a critical role in supporting the IRS IT Application Development (AD) and IRS IT Enterprise Service (ES) organizations' goals as outlined in the IRS IT Modernization Business Plan. The BMF Mod initiative focuses on updating IRS systems and processes to enhance the taxpayer experience, boost voluntary compliance, and reduce the IRS's dependence on outdated and costly legacy technology.

Position Overview: As part of the BMF Mod team, you will contribute to the modernization of the IRS's Business Master File platform. Your role will involve supporting the design, development, integration, testing, and deployment of the new BMF platform. Additionally, you will assist with day-to-day Operations & Maintenance (O&M) activities, ensuring that the system runs smoothly and meets the IRS's evolving needs.

Key Responsibilities:

• System Design and Development: Participate in the design and development of the modernized BMF platform, ensuring it meets the required specifications and supports the IRS s modernization goals.
• Integration and Testing: Assist in the integration of new components and systems, and perform rigorous testing to ensure reliability and compliance with IRS standards.
• Deployment: Support the deployment of the modernized BMF platform, coordinating with various stakeholders to ensure a smooth transition from legacy systems.
• Operations & Maintenance (O&M): Provide ongoing support for day-to-day O&M tasks, addressing any issues that arise and ensuring the system operates effectively in line with IRS priorities.
• Project Management: Assist in managing projects related to the BMF platform, including handling legislative changes, modernization efforts, software enhancements, and O&M upgrades.

Required Qualifications and Skills:

• Educational Background: Bachelor s degree in a relevant field.
• Technical Expertise:
  • IBM z/OS Assembly Language: Extensive knowledge of assembly language, including instruction sets, addressing modes, data manipulation techniques, and job control processing. You will leverage this expertise to extract business rules from legacy code and support code conversion efforts.
  • IBM Mainframe Architecture: A solid understanding of IBM mainframe architecture, including storage hierarchy (registers, memory, I/O), system calls (SVCs), and interrupt handling mechanisms.
  • CA Endevor Software Change Manager (SCM): Proficiency in using CA Endevor for version control, release management, security, access control, and integration with other development tools.
  • BMC Control-M: Experience in automating job scheduling, managing workflows, and monitoring job execution using BMC Control-M.
  • Mainframe Tools: Familiarity with mainframe-specific tools such as debuggers, assemblers, linkers, and utilities within the IBM z/OS environment.
  • Legacy Mainframe Data Formats: In-depth knowledge of data formats such as DB2, QSAM, and VSAM.
  • Java Programming: Understanding of object-oriented programming principles, Java syntax, libraries, frameworks, and best practices. Ability to translate assembly logic into modern Java constructs, including loops, conditional statements, functions, and design patterns.
• Clearance: Active IRS MBI Clearance is highly desirable.
• IRS Experience: Experience with IRS Core Record Layout (CRL), QSAM Data Formats, and familiarity with IRS Individual Master File (IMF) or Business Master File (BMF) is highly desirable.
