Duties
These positions are being filled in several duty locations for different division groups throughout the Columbia-Pacific Northwest Region. Each division's primary duties are:

Qualifications
BASIC EDUCATION REQUIREMENTS:
For Civil Engineer (series 0810)
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
SPECIALIZED EXPERIENCE REQUIREMENTS:
In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.
To Qualify at the GS-11 Level: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Specialized Experience at the GS-11 level is defined as using Civil Engineering theories, principles, and practices applicable to engineering designs, maintenance, and/or construction contracting for water resource facilities such as dams, canals, hydroelectric power plants, pumping plants, and the operating characteristics of associated civil, mechanical, or electrical equipment. OR 3 years of progressively higher level graduate education leading to a Ph.D., or I have a Ph.D. or equivalent doctoral degree in engineering or a related field which provided the knowledge, skills and abilities for the position.
To Qualify at the GS-12 Level: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-11 in the federal service. Specialized Experience at the GS-12 level is defined as using Civil Engineering theories, principles, and practices applicable to engineering designs, maintenance, and/or construction contracting for water resource facilities such as dams, canals, hydroelectric power plants, pumping plants, and the operating characteristics of associated civil, mechanical, or electrical equipment. In addition, experience performing studies, calculations, plans, specifications, and or construction contracting on water related and/or hydroelectric facilities.
Professional Engineer (GS-12 only): The selectee will be required to provide a current valid Professional Engineering (P.E.) license to verify qualifications.

- Civil Engineer (Construction Engineering):
- Oversight of on-site construction work, including inspection and acceptance of construction work performed by a contractor.
- Participate in value planning and value engineering studies, constructability reviews, contractor selection panels, serves as a Contracting Officer's Representative (COR).
- Review designs for constructability, review specifications, determine and evaluate construction sequencing.
- Research and prepare appropriate levels of cost estimates, and review and evaluate third party cost estimates through all phases of the planning and final design process.
- Civil Engineer (Operations & Maintenance):
- Engineering lead for in-depth Periodic Facility Reviews (PFR's) of our high-hazard dams.
- Co-Engineering lead for risk based Comprehensive Reviews (CR's) of our high-hazard dams.
- Engineering lead for review of operation and maintenance (RO&M) inspections of our bridges, canals, pumping plants, pipelines, tunnels, siphons, and buildings.
- Examination lead of inaccessible feature using push cameras, remotely operated vehicles, and pending approval: SCUBA, and Rope Access techniques to properly identify deficiencies and recommend repairs.
- Civil Engineer (Safety of Dams):
- Plans, schedules, and coordinates studies and analysis to evaluate the risk of dam failures and incidents for based on seismic, static, and hydrologic loadings.
- Performs engineering and project management duties for corrective actions on high-hazard dams to lower the risk of failure or major incidents.
- Participates in dam inspections and risk analysis to better understand the failure modes and risk presented by the region's inventory of high-hazard dams.
- Civil Engineer (Design Engineering):
- Completes various conventional and complex design projects and may perform Design Lead functions interacting with internal and external customers in the completion of their assigned duties. Supports development of data collection needs, completion of appraisal and feasibility studies, preparation of technical memoranda, and participates in value planning and value engineering studies.
- Performs design calculations, prepares alternative evaluation studies, conceptual and final designs including construction specifications and drawings for civil and environmental features.
- Completes new or modified design projects for civil and environmental features, or portions of these features.
- Civil Engineer (Tributary Habitat Management)
- Supports Contracting of Design and other technical services including surveys, data analysis, design of restoration projects, and other contract needs. Writes or reviews task order and is a primary contact with consultants and partners regarding contract needs and changes.
- Lead program planning, budgeting, and project prioritization within established budget targets and subbasin prioritizations and landowner willingness.
- Project and subbasin coordination.
- Projects include river restoration, diversion dam replacement or removal, fish screens, flow augmentation projects such as piping. Restoration includes floodplain activation, wood placement, side channel, and other components.
- Civil Engineer (Basin Liaison)
- Coordination and representation of the program. Represents the program to partners, landowners, regulatory personnel, and others in the John Day Basin.
- Basin planning and budgeting. Works with partners to provide design services to partners for high priority projects meeting program needs and fitting an established budget.
- Design support of projects. Includes data collection, pre and post monitoring, design review, and feasibility planning with partners.
- Contract support. Creates task orders, reviews deliverables, information to sponsors, and determines required contracts.
- Civil Engineer (River Systems Restoration):
- Completes design projects for river and stream restoration to support ESA habitat and reestablishment of native river structure.
- Works with external partners including States, Tribes, non-profit organizations, and private landowners to formulate construction plans for river restoration projects that address ESA listed habitat improvement objectives. Performs field data collection, design, and construction implementation activities to complete river restoration projects in specific tributary sub-basins throughout the Pacific Northwest Region.
- Performs design calculations, prepares alternative evaluation studies, conceptual and final designs including construction specifications and drawings for project features. Completes appraisal and feasibility studies, flow modeling, and preparation of technical memoranda.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
