Epidemiologist

(Data Analyst Focused)

The Position

GENERAL SUMMARY: Under the guidance of the Performance Manager, this position, works cooperatively with the Health Officer, management community groups, governmental and private agencies/organizations to perform professional data analyst/epidemiology work by providing broad spectrum of services that support data-driven decisions and public health practice used to plan and implement public health intervention and prevention programs. This position will perform complex technical and analytical work in the design and creation of queries and reports to extract data from various data application systems. Additionally, design, implement and maintain smaller, independent, department-specific, data application systems. Responsible for employing qualitative and/or quantitative methods and tools to ass the need for or analyze, measure and report on outcomes.


ESSENTIAL JOB FUNCTIONS:

  • Conduct notifiable conditions surveillance activities and participates in case investigations to identify causative agents and environmental conditions and assists in other disease response/prevention activities in collaboration with other District staff.
  • Participate in the design and management of surveillance systems for communicable diseases and other issues of public health importance.
  • Design surveys, questionnaires and data collection methods.
  • Design and management of surveillance systems and data visualization tools.
  • Analyze information needs and design reports, fact sheets, infographics, or other methods to meet needs.
  • Collect, compile, extract, and organize complex information and data from multiple systems into a variety of summary and detailed reports and/or presentations.
  • Collaboration to provide data support for grant application processes as needed.
  • Investigate and resolve data, reporting, and system inconsistencies; develop and implement workflow, data entry, collection, and reporting procedures.
  • Monitor indicators and perform preliminary analysis.
  • Identify trends and patterns in cases to include demographic analysis.
  • Data mining and analysis to improve health outcomes.
  • Develop and implement predictive models to assess health outcomes and optimize resource allocation.
  • Develop and assist with presentations based on the analysis of collected data results of epidemiologic investigations and program evaluation results internally, and to community and professional forums.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of communicable disease processes, epidemiologic principles, practices and techniques.
  • Knowledge of notifiable conditions and associated reporting guidelines.
  • Knowledge of Power BI, REDCap, STATA, SPSS-PC, SAS, Python, R, SQL or other equivalent programming language.
  • Advanced knowledge of MS Office software.
  • Knowledge of GIS mapping or ArcGIS Pro.
  • Well-versed in dataset extraction, organization, validation and visualization.
  • Experience handling multiple projects while successfully meeting project deadlines.
  • Experience troubleshooting intermediate or complex data questions.
  • Experience with validating and auditing data.
  • Excellent knowledge of statistical techniques including mathematical modeling, linear, multiple and logarithmic regression.
  • Ability to follow the operating procedures and policies.
  • Experience in clinical medicine and/or public health a plus.
  • Knowledge of HIPAA regulations.

The Requirements & Selection Process

MINIMUM QUALIFICATIONS: Requires BS Degree in Healthcare related, biological, social sciences or related field, with appropriate coursework in statistics and/or epidemiology, and at least three years of experience desired performing statistical work in a Public Health and/or community-based health environment or the equivalent education, training and experience. College transcripts required to ascertain the inclusion of advanced statistics/epidemiology and biology/microbiology course work. Master's Degree in Public Health or Epidemiology preferred.

Additional Requirements: Performance of job duties requires driving on a regular basis, a valid Washington State driver's license, the use of the incumbent's personal motor vehicle when a District fleet vehicle is not available for use, and proof of appropriate auto insurance.
