Project Overview:
The Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America's need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites' ground systems.
Position Summary:
A successful Project Controls Cost Engineer on the Mobile Launcher 2 (ML2) project will collaborate with their lead/supervisor to perform various cost control, analysis, and management tasks. These will include collaboration with Planners/Schedulers, change control team members, Control Account and Functional Managers, risk management related tasks and reporting work processes. The successful candidate will have an innovative approach to completing their work and will possess or quickly develop strong automation and data analytics skills. They will also require strong communication skills to support frequent interaction with other members of the project team to develop solutions to execution challenges. All work will be carried out within established Project Controls processes and procedures that comply with EVMS standards and Bechtel's corporate requirements. #LI-LO1

Major Responsibilities:
- Support the implementation of cost monitoring and control standards, techniques, systems, and reports including the following activities:
- monitoring the collection of actual costs, generating accrual information, and coding and classifying invoice and billing data within the established code of accounts
- assisting in developing specific project codes of accounts and recommending appropriate modifications and revisions
- assisting with budget allocation and reporting/cost control for the assigned portions of the project
- coordinating maintenance of key EVMS reports, including Budget Change Authorizations (BCAs), Control Account Plans (CAPs) and Work Authorization Documents (WADs)
- supporting the project Trend and Risk Management programs
- coordinating the development and accuracy of cost reports, including verifying consistency with previous reports
- preparing cost studies using historical data, statistical analysis, and cost and quantity comparisons
- preparing specific budgets in accordance with prescribed standards and procedures
- Collaborate with project team members to identify, analyze, and provide innovative solutions to cost engineering challenges.
- Complete all work in compliance with the project's Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project's resource loaded Integrated Master Schedule, cost processor, and associated software tools.
- Understand the project scope, schedule, and cost objectives and work with the site team to develop and implement successful cost and execution plans that integrate with the rest of the project.
Education and Experience Requirements:
- Level I: Bachelors from an accredited university and at least 1 year of professional experience or, in lieu of a degree, a high school diploma and at least 5 years of relevant experience.
- Level II: Bachelors from an accredited university and at least 2 years of professional experience or, in lieu of a degree, a high school diploma and at least 6 years of relevant experience.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- All employees are subject and agree to random drug and alcohol testing as a condition of employment and successfully go through a government screening process. Unescorted access approval is required.
- Candidate must successfully clear government background check.
Required Knowledge and Skills:
- Experience performing routine data analysis and preparing appropriate summary reports to communicate results to management.
- Demonstrated ability to plan, organize, and perform work both independently and as part of team to meet project objectives.
- Flexibility to respond to urgent project requests and/or changing priorities.
- Excellent oral and written communication skills, organizational skills, and attention to detail.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Knowledge in the use of Microsoft Office and other standard industry productivity software tools.
- Experience with accounting software applications such as EcoSys or COBRA
- Experience in performing cost analysis and monitoring financial reporting systems data.
- Experience working within a certified EVMS on a DOD or DOE project(s).
- Experience in one or more of the core Project Controls disciplines - Cost, Schedule, Change Management, Risk, and/or Reporting.
- Business Intelligence Analytics software such as Power BI.
- Knowledge of engineering, procurement, construction, and/or startup work processes typically performed on major construction projects.
- Familiarity with performance and progress reporting, including unit rate and pricing variance analysis.
- Experience with Six Sigma, LEAN, or other process control and improvement techniques.
