Job Location: Onsite / 21 College, Toronto, ON
Job Duration: Long-Term
A Note on Assignment Type:
This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8:00 AM and 5:00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment, you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.
Scope
- The contractor will be conducting accessibility testing for various applications, websites, documents, PDF's etc.
Assignment Deliverables
- The contractor will provide full 3 part3-part Accessibility methodology (manual, automated and assistive technology) and provide the detailed reports to the end users
- The contractor will meet with end users to walk them through the Accessibility testing results and explain the issues and possible remediation plans
- The contractor will provide expert advice on WCAG 2.1 to developers, vendors and end users.
- The contractor will be available to meet and answer all questions from clients, vendors, end users, etc.
A Note on the VOR Master Service Agreement:
The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires on March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025, and be upon the same terms, conditions, and covenants contained in the SOW.
The start date is subject to change based on security clearances and contract signing timelines.
Experience and Skillset Requirements
Mandatory Requirements
- Knowledge of WCAG 2.1 accessibility standards and new emerging accessibility standards
- Knowledge of conducting the OPS 3-part accessibility testing methodology including manual, automated and assistive testing technology and providing clients with detailed accessibility reports and explanations of issues found.
Desired Skills and Experience
- This position requires knowledge of I&IT accessibility in order to interview clients across the MAG regarding their business, information and system needs in the context of I&IT accessibility; investigate and recommend alternative solutions to meet clients' business and system accessibility requirements; identify and evaluate the feasibility of various options and assessing the impact on accessibility of service delivery, resource requirements, costs and evaluate costs and benefits and recommend appropriate, cost effective solutions that meet accessibility requirements.
- This position requires knowledge of a variety of industry standards, concepts, testing tools, protocols for I&IT accessibility to promulgate standards through implementation of GO-ITS, develop and publish best practices and guidelines that meet OPS accessibility requirements; evaluate the effectiveness of accessibility tools available in the marketplace; provide leadership, guidance, and technical expertise to other members of the project team; provide practical, technical input to accessible applications design, development and testing that adheres to OPS accessibility standard and recommend and arrange technical training for staff.
- Knowledge of theory and principles of systems design and development, systems testing and related methods, techniques, practices and standards to lead a team in the analysis and definition of clients' business and information technology requirements

Criteria 1: Knowledge of I&IT Accessibility - 30 Points
- Knowledge of I&IT accessibility in order to investigate and recommend alternative solutions to meet business and system accessibility requirements; knowledge of various mainframe, mid-range, and personal computer technologies; knowledge of industry standards, concepts, testing tools, and protocols for I&IT accessibility; ability to interpret and apply government procurement policies and directives.
Criteria 2: Technical Skills - 25 Points
- Proven technical knowledge. Experience with office computer software (i.e. word processing, spreadsheets, project management etc.) to prepare a variety of documents, reports, etc.; knowledge of debugging and testing techniques and practices and provide hardware, communications, applications and network support; knowledge of systems design and development, systems testing and related methods, techniques, practices and standards; knowledge of information, application, and technology architectures in order to design and develop business applications.
Criteria 3: Leadership and Project Management Skills - 25 Points
- Demonstrated leadership and project management skills in a large and complex service delivery environment to provide advice to managers and support to employees.
Criteria 4: Communication Skills - 20 Points
- Demonstrate well-developed communication, presentation, and interpersonal skills.

- All documentation relating to the Accessibility testing, technology designs and technology knowledge specific to the candidate's assignment All information gathered while working with vendors and internal solutions to be shared Any best practices, work around, lessons learned must be documented
