What You Will Do:

The Contracts Manager will lead and support ASG in complete life-cycle contract administration and lead preparation of proposal business and COI volumes.

Duties include managing, improving, developing, and implementing all aspects of the contract administration life cycle for commercial, state, local, and education and Federal Government business.

We seek a candidate who can collaborate effectively with all internal business units (DoD, Civilian Federal, Commercial, and Healthcare) and the leadership team. The Contracts Manager will guide and advise executives and sales professionals on complex contractual issues, develop, and implement contractual and commercial strategies, and facilitate operational improvements. The Contracts Manager will be responsible for managing and administering multiple contracts, subcontracts, and required changes, ensuring compliance with prime contract requirements and corporate standards and policies. The Contract Manager also reviews contract documents and correspondence, analyzes bid requests, and develops the company's standard contract terms and conditions. Lead negotiations with existing and prospective clients, vendors, service providers, and other third parties to establish legal and contractual guidelines for various contracts, opportunities, relationships, and corporate needs, as necessary and appropriate.

Create proposals (Price, COI, reps, and other compliance packages) and review legal risk on the rest of the proposal bid package. This position is characterized by shifting priorities, stringent deadlines, and evening/weekend hours to accomplish tasks within non-negotiable client deadlines.

Essential Duties and Responsibilities include the following:

  • Responsible for reviewing, developing, issuing, and negotiating contracts, ensuring the company's standards and requirements are met.
  • Responsible for creating and implementing policies, procedures, and operational performance standards to ensure the effective management of contracts. Author/draft, review, and revise company standard agreements, contracts, templates, and terms and conditions.
  • Assist with corporate governance and regulatory compliance matters and identify, develop, and implement contractual, compliance, and corporate policies, procedures, and programs.
  • Write, negotiate, and execute agreements and contracts on behalf of the company and respond to ad hoc queries regarding risks and issues to provide contractual solutions.
  • Research and interpret government and commercial regulations and guide project and account managers, leadership teams, and other company personnel on contractual rights, responsibilities, and obligations.
  • Develops and establishes processes and procedures for contact with customers to ensure the smooth working of the contract award and management process.
  • Ensures that the appropriate liaisons between the company with the customer, including PCO, ACO, DCAA, DCMA, and senior-level government representatives, are represented in meetings.
  • Maintains DCMA DCAA compliance in collaboration with the accounting and finance teams.
  • Collaborates with outside counsel and internal and external stakeholders on various issues and provide periodic training to the team on critical issues and trends in the industry.
  • Supports the corporate personnel, including training and development of team members.
  • Works independently and collaboratively as part of a dynamic, high-performance team to proactively resolve contractual and legal issues.
  • Conducts proposal preparation and directs the oversight and management of various risk reduction processes at the corporate level.
  • Leads and manages overall contract/subcontract activities with full accountability of the contracts department.
  • Creates and writes cost, past performance, reps and certs, and other required submission volumes and forms.
  • Develops negotiation strategy and leads the negotiation team on cost, pricing, and contractual terms.
  • Guides management through all phases of the contract life cycle to proposal, negotiation, award, contract execution, and close out.
  • Supports the Controller in coordinating DCAA and DCMA pricing requests and audits.
  • Prepares, organizes, and maintains contract records and files documenting contract performance and compliance.
  • Responsible for developing and maintaining policies and procedures directly related to the contracts department.
  • Acts as Privacy, Code of Ethics officer for the company.
  • Other duties as assigned.

What We Need:

  • Bachelor s degree in business or a related field.
  • Minimum five (5) years of contract management experience working with a government contractor.
  • Experience in managing contract personnel as the Contracts Department grows.
  • Excellent communication, interpersonal, organization, and time management abilities.
  • Exceptional team leadership skills, be able to effectively communicate with team members, and manage departmental productivity and priorities.
  • Excellent problem-solving skills are also necessary, along with a strong knowledge of IT products and services.
  • Must have a profound understanding of public procurement practices and regulations, including Federal, State, Local, and Education-related regulations.
  • Proficiency in MS Office applications like Word, Excel, and PowerPoint is required.
  • Must have advanced excel skills to develop and manipulate complex pricing files.
  • Demonstrated experience handling multiple tasks and prioritizing requirements while meeting deadlines effectively in a fast-paced environment.
  • Must be a team player and able to work independently.
  • Able to work with minimal supervision, demonstrating flexibility, accountability, initiative, and self-motivation to identify and execute tasks.
  • Must have flexibility to work additional hours to meet deadlines.
